Project Manager

Elm Street Development is seeking a motivated development professional in the Wilmington, Delaware area to foster new and oversee current development projects Harford and Cecil County, Maryland as well as the greater Wilmington, DE area. The position will be responsible for land acquisition, entitlement, development, and financing of development projects. A successful candidate will be a well-rounded self-starter with excellent general management and communication skills. Experience in land acquisition, entitlement, and development is preferred and will be recognized in determining advancement trajectory. Position Description Project Manager (Vice President tract with equity potential) Duties include but are not limited to: Develop thorough understanding of local jurisdictions including development pipeline, market competition, and political landscape. Generate and evaluate new development opportunities. Negotiate purchase agreements with Sellers Manage feasibility study periods, identifying site constraints and opportunities. Generate development proposals that maximizes the value of a property. Represent Elm Street and the proposed development project to stakeholders (community groups, neighbors, municipal staff/decision makers). Manage entitlement process and secure approvals. Oversee the development of civil engineering plans by others; proficient at grading and drainage issues. Value engineer design plans with assistance of contractors and others. Oversee permitting, developer agreement, bonding, and recordation process. Market and negotiate lot purchase agreements with home builders. Manage each development project’s cashflow on an ongoing basis. Proficiency with budgets, cash flows, accounts payable, loan draws, etc. Oversee the preparation of Loan Request packages for A&D loans. Oversee the contractor bid process for all types of land development work. Oversee land development by others in concert with Elm Street field managers. Proficient at anticipating/solving field problems, managing site contractors and holding them accountable, and working with municipal inspectors. Abilities Managing and resolving conflict.
