*Position is Subject to Contract Award ESSENTIAL DUTIES / RESPONSIBILITIESOwns PRSSO Q2 scope: OMB A-4 and A-94 economic analysis - CBA, CEA, input-output modelingMINIMUM QUALIFICATIONSMaster 's in Economics required; PhD strongly preferred10+ years performing federal economic analyses under OMB Circulars A-4 and A-94Hands-on modeling in IMPLAN, RIMS II, or REMI for input-output analysisDemonstrated ability to establish analytical baselines, define alternatives, and quantify CBA/CEA outcomesPublished federal Regulatory Impact Analyses, NOAA fishery economic assessments, or comparable public-facing deliverablesPREFERRED QUALIFICATIONSNOAA data ecosystem familiarity (Digital Coast, fisheries economics, weather-loss data)Prior NOAA, Commerce, EPA, or USDA past performance on A-4/A-94 workPeer-reviewed publications in resource/environmental economics
