PROTECTION & CONTROL ENGINEER - GRANT

The City of Lake Worth Beach invites qualified individuals to apply for the position of Protection and Control Engineer - GRANT. Job Type: Full-time, Exempt Salary: $67,275 - $90,563 Benefits: Position part of the Public Employees Union (PEU). Location: Utilities Building, 1900 2nd Avenue North, Lake Worth, FL 33461. The U.S. Department of Energy’s Grid Deployment Office has selected the City of Lake Worth Beach for investment via the Grid Resilience and Innovation Partnerships (GRIP) program to enhance grid flexibility, install more than 60 reclosers and other sectionalizing devices to autonomously rebalance the electrical system, integrate battery energy storage (BES) for community solar, new fiber optics connections, install advanced metering infrastructure (AMI), and deploy a meter data management (MDM) system. Positions covered under this GRIP Grant will expire in accordance with the grant’s timeline: the position will expire on the same date that the grant expires.

JOB SUMMARY

Reporting to the Transmission and Substation Engineering Manager, Assistant Director of Transmission and Distribution (T&D) Engineering, this role oversees the complete protection and control network to internal and external standards. Responsibilities include reviewing settings, providing guidance and direction in P&C design and substation construction standards, and coordinating with the Utility’s Project Management Office (PMO), Materials Management, and the City’s Procurement Department. Additional duties include physical substation design review, SCADA implementation and updates, remote terminal programming (RTU), procurement of equipment, maintenance oversight, and testing equipment supporting the project’s infrastructure objectives. Key objectives: improve system reliability and limit outage effects; enhance secure communication and data flow between distribution components; provide interconnections and battery storage for solar and green energy initiatives; improve grid visibility and supports decision-making based on historical and real-time data.

ESSENTIAL FUNCTIONS

Core responsibilities may include, but are not limited to: Design and project planning for substations, power systems, and automation. Developing SCADA system and communications interfaces. Performing relay coordination studies and preparing relay settings. Coordinating device and protective relay design. On-site substation design projects and deliverables. Providing technical review and design assistance to the Substation Department. Offering technical training and coaching to other engineers or staff.

SUPERVISION

This role has no supervisory responsibilities.

MINIMUM QUALIFICATIONS

Bachelor’s degree in electrical engineering (BSEE) or equivalent experience. Three or more years of successful experience in the design of substations, P&C, and/or automation systems. Direct experience in the electric‑utility industry or a similar environment. Valid automobile driver’s license. United States citizenship.

KNOWLEDGE, SKILLS, AND ABILITIES

Create/modify design documents and drawings for projects, including one‑line, three‑line, control schematics, wiring diagrams, relay panel arrangements, cable sizing/routing, and bills of material. Design auxiliary AC and DC power systems. Develop SCADA system and communications interfaces. Work with project team to integrate protection, control, and monitoring systems. Perform basic calculations such as relay burden, voltage drop, and short‑circuit calculations. Perform relay coordination studies and prepare relay settings. Possess knowledge of protection principles for transmission lines, distribution feeders, and major substation equipment. Understand substation components and their functions. Knowledge of relevant codes and standards such as IEEE, ANSI, NESC, NEC, and NEMA. Participate in on‑site substation design projects and deliverables. Provide technical review and design assistance to the Substation Department. Provide technical training and coaching to other engineers or staff. Develop project objectives and plans using Microsoft Project and Excel. Write and design specifications for equipment. Perform design reviews for related items in P&C and Substation. Initiate and conduct purchasing activities for procurement of materials under manager supervision. Complete technical P&C, substation, and SCADA projects under supervision. Design, implement, and identify periodic maintenance of substation equipment such as switches, transformers, sensing devices, capacitor banks, sectionalizing devices, and other smart equipment. Perform GIS and modeling updates and studies in coordination with engineering staff. Attend meetings with management and contractors. Create and maintain project schedules with the PMO. Attend industry conferences, roundtables, and seminars as needed. Contribute to team effort by accomplishing related results. Work collaboratively with City staff, technology providers, consultants, and contractors. Independently and as part of a team depending on the assignment. Strong analytical and critical thinking skills. Mentor junior staff members in their development. Knowledge of planning, design, construction, or operation of utility‑scale electric substation systems. Knowledge of preventive and predictive maintenance best practices. Coordinate and interface with other departments, construction, T&D, planners, vendors, and contractors. Adhere to and enforce company policies (safety, line extension, and the National Electric Safety Code). Self‑starter. Simultaneously manage multiple tasks. Well‑organized. Customer‑oriented.

PHYSICAL REQUIREMENTS

Typical tasks involve extended periods at a keyboard or workstation and standing and/or walking. Regularly required to sit, use hands to finger, handle, or feel, reach with hands and arms, talk, and hear. Frequently required to stand and walk; occasionally to climb, balance, stoop, kneel, crouch, or crawl. Must regularly lift and/or move up to 10 pounds. Vision abilities: close vision, distance vision, and color vision.

SENSORY REQUIREMENTS

Tasks require manual dexterity, visual and hearing acuity, color discrimination, and oral and written communication.

CERTIFICATIONS

All full‑time employees are required to complete FEMA Incident Command System (ICS) Certification Levels 100, 200, 700, and 800 within the first six months of employment.
