If this resonates with you, then come make a difference at Forge.\n\nRequirement: DCSA Senior Program Management Lead\nJob Description: Forge is seeking a full-time Manager / Senior Program Management Support Lead assigned to the Defense Counterintelligence and Security Agency (DCSA) in support of the Acquisition and Technology (AT) Directorate - providing PMBOK- and CMMI-aligned program management support, governance support, onboarding and offboarding process ownership, and executive-level reporting for AT leadership. This position is contingent on award of contract and grant of funding.\nKey Responsibilities: Key responsibilities of the candidate will be (but aren't limited to):\n\n The Senior Program Management Support Lead shall provide project management support consistent with recognized best practices, including the Project Management Institute's PMBOK Guide and the CMMI Institute's project and process improvement methodologies.\n Review and evaluate information gathered from multiple sources, reconcile conflicts, and organize data to present actionable insights for AT leadership - decomposing high-level information into detailed components, synthesizing low-level data into general understanding, and preparing summaries for government decision-making.\n Implement change control procedures for contract-related products such as estimates, schedules, requirements, and technical documents.\n Support the development, sustainment, and implementation of agency-level strategic functions supporting short-term and long-term processes, analysis methodologies, and controls.\n Assist with AT governance activities such as supporting Program Management Reviews, other reviews, DCSA governance boards, and working groups.\n Review current Supervisor Leadership Measures and Procurement and Execution systems to identify opportunities for improvement; recommend value-added metrics and prepare proposals to optimize data visualization and metric tracking.\n Create and maintain draft standardized processes and checklists for onboarding and offboarding personnel associated with AT contracts, including receipt and return of GFP/GFE, credential creation, CAC and building/site badge requests, provisioning and deprovisioning of email accounts, and account creation for JWICS, NIPR, SIPR, and other administrative access accounts.\n Plan, prepare, and provide training and internal knowledge transfer for all tasks covered under this contract.\n Provide administrative support during core business hours (Monday through Friday, 0900 to 1500 EST) for executive calendar management, meeting scheduling, and appointment coordination across all divisions and the AT office.\n Prepare daily briefing materials, agendas, meeting summaries, and action items for leadership; facilitate virtual and in-person meetings including MS Teams and Adobe Connect setup; track completion of assigned tasks and coordinate logistics for recurring briefings, leadership forums, and town halls.\n Draft, edit, and prepare internal and external correspondence including emails, memos, and reports for government review and approval; develop and maintain templates for reports and briefings.\n Collect and consolidate information from Division Chiefs for taskers and reporting through the Agency's task management system (currently CATMS); prepare summaries and visualizations providing leadership insight into task completion rates and workflow bottlenecks; track internal and external suspense actions and provide reminders to Action Officers and AT leadership.\n Support AT event administration by planning and coordinating logistics for DCSA/AT-hosted workshops, training sessions, and All-Hands engagements, including promotional materials, attendee communications, venue selection, catering, audiovisual support, and registration.\n Create post-event reports to assess success metrics.\n Serve as the point of contact for personnel queries related to administrative processes and resource availability; provide orientation sessions and onsite office tours as necessary.\n Assist the designated government official with administrative tasks related to civilian employee in-processing and out-processing in accordance with current DCSA regulations, including travel card, copier, and training programs.\n Maintain and update organizational charts, working rosters, telecom space utilization records, and staffing plans for the AT office.\n Prepare and submit a monthly progress, status, and management report in accordance with PWS Table 7.2, submitted no later than the 10th of each month for the preceding month, covering all work accomplished under the contract for the reporting period. \n\nQualifications/Requirements: \nThe Candidate must have the ability to think strategically, act tactically, and display strong analytical and critical thinking skills. They must also build strong cross-group working relationships and demonstrate exceptional organizational skills and attention to detail. The Candidate must be able to thrive and succeed in an entrepreneurial environment and not be hindered by ambiguity or competing priorities.\nWe are looking for candidates with....\n\n Ten (10) or more years of professional experience. \n A Master's degree, OR a minimum of five (5) years of experience leading or supporting complex projects; AND At least five (5) years of experience supporting project planning, scheduling, risk management, or performance reporting.\n Demonstrated working knowledge of PMBOK and CMMI project and process improvement methodologies.\n Experience supporting Federal governance activities, Program Management Reviews, and executive-level reporting.\n Experience designing onboarding and offboarding processes involving GFP/GFE, credentialing, and network account provisioning.\n Proficient knowledge of the Microsoft Office suite, Microsoft Project, and SharePoint.\n Superior time management, organization, and prioritization skills.\n Competency in working autonomously.\n Demonstrated competency in technical writing and business strategy.\n Competency in Lean Six Sigma / SCRUM team leadership and/or DAWIA Program and Procurement Management, and in Project Management and/or Procurement methodologies.\n Working knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Cost Accounting Standards (CAS), and other applicable Federal regulations and Department of Defense policies.\n Ability to read, write, and speak English fluently.\n US Citizenship. Academic degree requirements may be satisfied through additional relevant professional experience at a rate of four (4) years of experience for each degree level not attained.\n Hold and maintain an active DoD SECRET security clearance based on a favorably adjudicated T3 or T3R investigation. A Top Secret clearance (T5/T5R) may be required for select positions.\n Be granted approval to obtain a DCSA physical access badge and access to DCSA information systems.\n Complete all Government-mandated annual training, including Operational Security, Security Awareness, Subversion and Espionage, Ethics, and Prevention of Sexual Harassment.\n Use Government or official company e-mail for all official US Government business. Contractor personnel may be required to work onsite at DCSA sites in Quantico, VA; Ft. Meade, MD; or Boyers, PA based on mission requirements. Travel when working onsite is not reimbursed. All classified work is performed at DCSA Headquarters, 27130 Telegraph Road, Quantico, VA 22134. Only unclassified work may be performed offsite.
