Summary:

The Civil Inspector plays a critical role in ensuring the quality, safety, and compliance of civil construction activities at John F. Kennedy International Airport (JFK). This two-year term position involves comprehensive oversight of diverse civil scopes including aeronautical and non-aeronautical pavement milling and paving, utility installations, structural concrete work, grading, landscaping, and outfall/tidal rehabilitation. The inspector is responsible for monitoring construction progress, verifying adherence to plans and specifications, and maintaining accurate documentation. This role requires close coordination with contractors, Resident Engineers, and JFK Operations and Maintenance teams to ensure seamless execution of work while maintaining strict safety and security standards. The successful candidate will contribute significantly to the successful delivery of critical infrastructure improvements at one of the nation’s busiest airports.

Responsibilities:

• Conduct thorough construction inspections across all project phases, including pre-construction, active construction, and closeout.
  
• Prepare detailed daily narratives, special inspection reports, time-and-material records, and unit price documentation.
  
• Identify and report potential extra work items to the Resident Engineer or Assistant Resident Engineer promptly.
  
• Develop accurate extra work estimates and compile supporting documentation for review.
  
• Evaluate construction plans for constructability and provide actionable feedback.
  
• Review contractor payment requests and assess their reasonableness based on work completed.
  
• Coordinate inspections across multiple work locations and shift schedules.
  
• Perform quality assurance checks on completed work to ensure compliance with project standards.
  
• Verify that all construction activities meet applicable safety regulations and protocols.
  
• Collaborate with JFK Operations and Maintenance staff to schedule and manage work activities, closures, and utility shutdowns.
  

Requirements:

• Minimum of 10 years of progressive experience inspecting construction projects ranging from $500K to $5M+ in value and varying in complexity, including multiple crews per shift.
  
• Demonstrated ability to read, interpret, and apply construction plans, specifications, and contract documents.
  
• Must be able to obtain and maintain a Security Identification Display Area (SIDA) badge, including passing all required security threat assessments, fingerprint-based criminal history checks, and background investigations.
  
• Exceptional written and verbal communication skills for effective reporting and stakeholder engagement.
  
• Proven experience preparing daily reports, inspection reports, and other contract-related documentation.
  
• Experience reviewing contractor payment applications and documenting change order or extra work scenarios.
  
• Strong ability to coordinate effectively with contractors, Resident Engineers, and facility operations personnel.
  
• Solid understanding of OSHA and other construction safety standards.
  
• Valid driver’s license and ability to travel to multiple site locations.
  
• Willingness to work flexible hours, including weekends and night shifts, as required by project needs.
