Job Summary

The Regional Director of Property Management provides strategic leadership for a portfolio of affordable and supportive housing communities, driving operational excellence, financial performance, compliance, occupancy, maintenance, and resident satisfaction. This senior leader oversees Portfolio Managers, Property Managers, and site teams, using data-driven decision making to optimize property performance, mitigate risk, and support long-term asset sustainability.

As a member of the Property Management leadership team, the Regional Director develops high-performing teams, strengthens operational consistency, and advances PPL's mission, Core Values, Strategic Plan, and commitment to racial equity. This role partners closely with internal departments and external stakeholders, including funders, investors, regulatory agencies, and service providers, to address complex challenges and achieve organizational goals.

✅What You’ll Do

Strategic Portfolio Leadership

• Provide strategic oversight and operational leadership for an assigned portfolio of affordable and supportive housing communities
• Develop annual portfolio operating plans and establish measurable priorities for occupancy, collections, financial performance, compliance, maintenance, resident experience, employee performance, and property conditions

Financial and Asset Performance

• Partner with Property Managers, Finance, and Asset Management to develop annual operating budgets, forecasts, and long-term financial and operational plans
• Review and interpret monthly financial statements, budget variances, revenue, controllable expenses, receivables, vacancy loss, and other key performance indicators
• Develop and implement strategies that improve net operating income, occupancy, collections, operating efficiency, housing quality, and long-term asset sustainability

Leadership, Talent, and Organizational Development

• Directly supervise, coach, and develop assigned Portfolio Managers, Property Managers, and other leaders
• Lead or actively participate in recruitment and selection for assigned leadership positions
• Identify leadership potential and create development and succession plans that strengthen PPL's property management leadership pipeline

Affordable Housing Compliance and Risk Management

• Provide leadership oversight of compliance with LIHTC, Project-Based Section 8, HOME, MHOP, Continuum of Care, HOPWA, and other applicable housing programs
• Partner with Compliance to identify training needs, standardize procedures, prepare for audits and inspections, and resolve findings 
• Ensure application, leasing, certification, and compliance procedures meet federal, state, local, equal opportunity, Fair Housing, and affirmative marketing requirements

Property Operations, Maintenance and Service Standards

• Evaluate vendor performance, address service failures, and support procurement or contract decisions that improve quality, accountability, and value
• Ensure Yardi and other approved systems serve as accurate and timely sources of operational, resident, compliance, and financial information

Resident, Community, and Partner Relationships

• Partner with Resident Services and supportive service partners to address complex challenges, strengthen housing stability, and improve resident outcomes

✅ What You Bring

Minimum Requirements:

• Demonstrate experience in affordable and supportive housing operations, Fair Housing regulations, and applicable federal, state, and local requirements.
• Strong financial and analytical skills, including financial statement analysis, forecasting, NOI evaluation, risk assessment, and data-driven decision-making
• Proficiency with Yardi, Microsoft Office Suite, SharePoint, Outlook, and related property management and reporting systems

Education and/or Experience:

• Bachelor's degree in business, real estate, finance, public administration, nonprofit management, or a related field. Equivalent senior-level property management experience may be considered in place of a degree
• Seven+ years of progressive property management experience, including five+ years leading Property Managers or property management leaders
• Three+ years of advanced experience with LIHTC and federally assisted housing programs, including Project-Based Section 8 and HOME
