About the Position: This position is with U.S. Army Transportation Command, International Movement Support Division, within the International Seaport Contract Management Branch located at Scott Air Force Base, Illinois. The incumbent will serve as a Traffic Management Specialist responsible for leading and directing the planning, developing and implementation of the Command Quality Assurance Program for Stevedoring and Related Terminal Services (S&RTS) and Third Party Logistics (3PL) contracts.

Duties

Help

• Monitor contractor performance to ensure compliance with terms and conditions of assigned transportation contracts.
• Coordinate with Contracting Officers to resolve performance issues that disrupt transportation services.
• Develop Quality Assurance Surveillance Plans for assigned contracts.
• Evaluate Contracting Officer Representative (COR) and Ordering Officer (OO) surveillance activities to verify that performance monitoring methods meet established quality assurance standards.
• Provide subject matter expertise to advise operating program managers on transportation contract requirements and capabilities.
• Resolve complex transportation contractor or government performance issues using established transportation policies and procedures.
• Lead multi-functional integrated process teams to address strategic transportation performance issues.
• Plan and conduct staff assistance visits to assess Contracting Officer Representative (COR) and Ordering Officer (OO) program compliance across subordinate organizations.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Occasional TDY travel required - approximately 10%.
• Incumbent is required to submit a Financial Disclosure Statement, OGE-450.
• If appointed as a COR, the employee is required to (at a minimum) complete the following on-line
  courses: CLM 003 - Overview of Acquisition Ethics and CLC106 - COR with a Mission Focus.
• A Secret Security Clearance is required.
• A one year probationary period may be required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience which includes: 1. Assist in developing and maintaining Quality Assurance Surveillance Plans for transportation service contracts; 2. Monitor Contracting Officer Representative (COR), Ordering Officer (OO), and contractor performance to identify trends and recommend corrective actions; 3. Analyze transportation program data to resolve routine performance issues and support enterprise level reporting; and 4. Provide guidance and training to organizational elements involved in transportation contract oversight. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
