Administrative Analyst

Position Information/Definition The City of Turlock is accepting applications for the Administrative Analyst position. Under the general direction of the Department Director, the Administrative Analyst is responsible for providing advanced administrative support by performing research, statistical and other analytical work, including assisting with budgets, contracts, purchase orders and invoice processing. The incumbent performs advanced support for departmental operations, prepares staff and special reports, handles confidential and complex duties, and may represent the department in public activities, meetings, and in building positive relationships with other service areas, agencies, or organizations. SUPERVISION RECEIVED AND EXERCISED General direction is provided by the Department Director. The incumbent is expected to work with minimal direct supervision and to act independently when unusual situations arise. DISTINGUISHING CHARACTERISTICS The incumbent demonstrates technical competence while working as a team member and exercises independent judgment and initiative on many confidential and sensitive assignments. The position includes supervisory responsibilities. Essential Functions Assist in the preparation and review of all division operating budgets. Review and reconcile the department’s monthly expense accounts. Investigate, analyze, develop, and prepare special studies or projects as requested. Research special issues, problems, and procedures; prepare written and oral reports for the Director regarding special projects, problems, and requests. Compose, develop, and submit reports and recommendations for effective adjustment and implementation, including staff reports, resolutions, and contract management. Supervise technical or clerical staff. Model appropriate professional supervisory conduct, maintain confidentiality of sensitive information, and comply with City policies, labor laws, and MOU provisions. Perform related duties as assigned. Qualifications Knowledge of: Principles and practices of organization, administration, and personnel management. Principles and practices of budget preparation and administration. Statistical methods and graphic presentation. Principles and practices of budgeting and accounting in municipal government. Modern office procedures, computer equipment, and word processing applications. Principles and procedures of financial record keeping and reporting. Technical report writing procedures and grant proposal development. Ability To: Learn the City’s processes and structure. Learn pertinent federal, state, and local laws, codes, and regulations. Analyze problems, identify alternative solutions, and implement recommendations to support goals. Prepare completed staff work for oral and written communications. Handle sensitive, confidential information. Estimate and project revenues and expenditures. Plan, initiate, and complete work assignments with minimal direction. Communicate clearly and concisely, both orally and in writing. Maintain cooperative working relationships in a team environment. Utilize word processing, spreadsheet, and presentation software efficiently. Experience and Training Guidelines Three (3) years of increasingly responsible technical, administrative, or analytical experience in a public agency. Possession of an Associate’s degree from an accredited college or university with major coursework in Business Administration, Accounting, Public Administration, Economics, or a closely related field. License Possession of and the ability to maintain an appropriate, valid California driver’s license as a condition of continued employment. Physical Conditions Maintain the physical abilities to read instructions and fine print, view computer screens, operate vehicles and equipment, hear adequately for telephone, radio, and in-person conversations, use hands and fingers for computer keyboard and other equipment, tolerate extreme temperature fluctuations, and lift equipment as necessary. Medical Examination and Drug/Alcohol Screening The incumbent will be required to take a medical examination, including a drug/alcohol screening, and be fingerprinted.
