Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Lead a team managing natural resources, recreation, and flood protection facilities. You will execute budgets, protect public lands/waters, manage flood protection facilities, and build strong partnerships with federal, state, tribal, and local agencies. - Serve as a Team Leader for office staff, which includes planning daily work assignments, providing technical guidance, and recommending employee training.
- Direct and execute natural resource programs such as fish and wildlife management, soil conservation, forestry and vegetation, and lakeshore management.
- Coordinate the operation, maintenance, and development of park and recreation facilities (campgrounds and marinas) with outgrant recreational managers.
- Formulate operational budgets and execute plans for natural resource site improvements.
- Enforces Title 36 CFR by educating the visiting public on project purposes, conservation measures, environmental features, and Corps policies and regulations.
- Enforce project rules and resolve property encroachments through active land and water patrols, issuing citations, utilizing GIS and GPS mapping, and ensuring overall visitor safety.
- Develop and administer service contracts such as boundary surveying, fencing, spraying of noxious weeds, and janitorial contracts.
- Reviews and provides technical assistance on permits for boat docks, public events, utility installations, campground upgrades, road projects, and bank stabilization projects on Corps lands.
- Performs dam safety monitoring to include inspection of flood protection facilities and instrumentation readings.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Obtain and maintain a valid state Driver's license.
- Required to operate motor vehicles up to 7500 GVW, will operate motor vehicles on all types of road surfaces including severe weather conditions.
- May require walking across moderately rough terrain for short periods of time and/or being exposed to varying weather conditions.
- Possession of or the ability to obtain and maintain Title 36 Citation Authority within one year of hire.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- You will be required to provide proof of U.S. Citizenship.
- This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct; agency needs and interests; whether your continued employment supports organizational or Government goals; and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest.
