Duties Description This position is assigned to the Personnel Bureau, Employee Benefits Unit. Duties may include, but are not limited to: Communicate with a wide variety of individuals to explain benefits and resolve problems. Answer questions related to various benefit programs as well as time and attendance rules and regulations. Administer leave programs (such as military, sick, maternity/paternity leave, etc) in accordance with the Department of Civil Service’s time and attendance rules and regulations, negotiated agreements, Department policy and applicable laws. Process benefits related paperwork. Assist in the review of requests for reasonable accommodation. Oversee the onboarding of new employees and the processing of health insurance transactions. Minimum Qualifications *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* Human Resources Specialist Trainee 1 To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are: Four years of experience** performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition. Human Resources Specialist Trainee 2 Five years of experience** performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition. Human Resources Specialist 1 Six years of experience** performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition. Substitutions: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience. Additional Comments Applicants must be currently authorized to work in the United States on a full‑time basis. the duration of the NY HELPS Program, this title may be filled via a non‑competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non‑competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
