With eleven locations across the Chicagoland area, HAS provides services and resources to individuals at every stage in their behavioral/recovery journey so that they can be successful and become contributing members of their communities.JOB SUMMARYUnder the supervision of the Program Director, the Outreach Program Manager is responsible for leading, planning, coordinating, and implementing all Outreach and Harm Reduction services at Healthcare Alternative Systems (HAS). This leadership role is accountable for building and managing a high-performing outreach team, overseeing day-to-day program operations, managing grant compliance and reporting, and driving the strategic development of HAS’s Harm Reduction Program. The Outreach Program Manager serves as the primary point of accountability for program outcomes, community partnerships, and staff performance. Core areas of responsibility include: successfully engaging individuals with opioid use disorder (OUD) through linkage to prevention, treatment, and harm reduction services; cultivating and managing partnerships with community stakeholders and treatment providers; overseeing staff supervision, training, and professional development; ensuring the delivery of evidence-based outreach and case management services; and maintaining full compliance with all funder requirements and organizational policies.ESSENTIAL DUTIESLeads, supervises, and supports the Outreach team, including hiring, onboarding, performance management, scheduling, and ongoing coaching and professional development of all outreach staff.Oversees the design, implementation, and continuous improvement of HAS’s Outreach and Harm Reduction Program, ensuring services are evidence-based, culturally responsive, and aligned with organizational and funder priorities.Tracks program outcomes data, prepares timely and accurate reports, and ensures the program meets all contractual deliverablesCultivates and manages strategic partnerships with community agencies, harm reduction stakeholders, and treatment providers; represents HAS in relevant coalitions, networks, and community forums.Directs outreach strategies to engage individuals with opioid use disorder (OUD) across multiple venues and settings; oversees linkage to prevention, treatment, and harm reduction services at HAS and in the community.Oversees Narcan/Naloxone distribution initiatives and coordinates referrals; ensures appropriate supply chain management and documentation.Leads the development and delivery of training, education, and capacity-building initiatives on harm reduction principles for HAS staff, program participants, and external partner organizations.Identifies data trends, evaluates program effectiveness, and uses quality improvement processes to inform programmatic decisions and strengthen service delivery outcomes.Maintains oversight of services provided to individuals engaged during outreach, ensuring timely and appropriate connections to treatment, housing, benefits, and other supportive services.Collaborates with the Program Director on program planning, policy development, and strategic growth initiatives; contributes to proposals for new grant funding opportunities.Ensures all outreach operations are conducted in compliance with applicable regulations, HAS policies, and funder requirements; addresses program issues and escalates concerns to the Program Director as appropriate.Performs other duties as assigned.Coordinates and curates harm reduction information, referral pathways, and care option resources for outreach staff and clients.Conducts regular supervision meetings with outreach staff, reviews case documentation, and monitors service delivery quality to ensure fidelity to program model and HAS standards.COMPREHENSIVE BENEFITSAt HAS, we value our employees and offer a robust benefits package designed to support your health, well-being, and financial security. Master’s degree preferred.Minimum of three (3) years of supervisory or program management experience, including direct staff supervision, performance management, and program oversight – required.Minimum of three (3) years of experience in substance abuse treatment, harm reduction, or a related behavioral health field – required. Relevant certifications such as CADC or CSAD preferred.PHYSICAL REQUIREMENTSSedentary work.
