The primary purpose of this position is to serve as a senior Air Force Management and Program Analyst and to provide Air Force military, and/or operations subject matter expertise in developing and disseminating planning, programming, and budget policies and guidelines for major war, mobilization, and contingency operations plans.

Duties

Help

DUTY 1

Performs career broadening assignments, to apply Air Force military, and/or operations expertise, develops, interprets, and implements policies and procedures to provide planning, programming, and budget guidance to facilitate the identification and determination of alternative ways to achieve the best mix of forces, equipment, and support attainable, within fiscal constraints, for major Air Force missions and operational plans.

DUTY 2

Develops new methods for testing and evaluating the effectiveness and integration of Air Force strategies, functional and operational concepts, capability development activities, as well as planning, programming, and budget actions/processes in support of major Air Force missions and operational plans.

DUTY 3

Prepares and presents high-level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.

DUTY 4

In a career broadening capacity, represents organization with a variety of installation and functional area organizations.

  • If authorized, PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement. More information on PCS requirements, may be found at:
  • PCS cost will be paid IAW Career Broadening Policy under this agreement.
  • Career Broadening positions are managed by AFPC/DP2Z and are centrally funded.
  • Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
  • Career Broadening also provides training and developmental opportunities at various organizational levels.
  • These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
  • Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays as workload demands.

  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • Rotational Assignments Authorized within NCR.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems that equipped the applicant with the knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience include mastery of advanced management and organizational principles and practices for a variety of Air Force missions; and a comprehensive knowledge of strategy, concepts, requirements, acquisition, planning, programming, and budgeting regulations, guidelines, and processes; skill in analyzing and comparing cost benefits, cost projections, budgetary trade-offs, fiscal strategies, and programmatic factors to produce fully justified options that can be presented to higher levels of management for use in defending fiscal decisions; and knowledge of the various command entities involved in overall planning and execution of operations and evaluations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the Joint Capabilities Integration and Development System (JCIDS), Defense Acquisition System (DAS), and the Department of Defense Planning, Programming, Budgeting, and Execution System (PPBES) and policy, procedures, and schedules for developing Program Objective Memoranda (POM), Budget Estimate Submissions (BES) and Financial Plans in support of major war, mobilization, and other contingency and operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers.

2. Knowledge of military service program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.

3. Knowledge of the relationship of the various military entities involved in overall planning and execution of military operations and evaluations and the methods in which JCIDS, Acquisition, and the PPBES processes support them.

4. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as Space Situational Awareness & Command and Control; Space Protection; Space Intelligence, Surveillance & Reconnaissance; Missile Warning/Defense; MILSATCOM; Space Position, Navigation & Timing; Space Testing, Training, Tactics & Exercises; Space Launch, Ranges & AF Satellite Control Network Operations; Cyber Integration; Global Information Grid Operations & Defense; Cyber Counter-Threat; Cyber Warfare rescue, and associated mission and flight operations, tactical space lift, deployment, mobilization, exercise, flying training systems both manned and unmanned, rescue, foreign military sales, Planning, Programming, Budgeting, and Execution System (PPBES), acquisition, special operations, or similar operations.

5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.

6. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL INFORMATION:

Eligible applicants: Air Force Employee (Current Permanent Competitive Service Career/Career-Conditional Employee and Current Permanent AF DCIPS Employees with Reinstatement Rights to the Competitive Service)

Area of Consideration is limited to current permanent internal Air Force employees with qualifying Operations experience; all other candidates will be outside the area of consideration.

This assignment is temporary and limited in duration to 36 months. This vacancy announcement is for one formal career broadening opportunity in the Operations. The organizational location of this position is the Pentagon.

PCS restrictions : An employee selected to make a PCS to a Career Broadening assignment is restricted from making a second PCS for 12 months
