The CMO-PC is accountable for clinical quality, safety, patient experience, workforce engagement, population health performance, and the operational and financial performance of BILH Primary Care (BILHPC) enterprise-wide. The CMO-PC serves as the primary care clinical voice in the Medical Group’s senior leadership team and as the key clinical partner to the CMO-Specialty Care, ensuring seamless care coordination, integrated referral pathways, and a cohesive physician culture across the full Medical Group. The role requires sustained collaboration with primary care leadership and clinical chiefs across BILH’s academic medical centers and community entities alike, ensuring consistent clinical standards, aligned incentives, and integrated strategy. The role carries explicit accountability for primary care physician and APP recruitment and retention, culture, clinical excellence, overall quality, compensation design and governance, panel and access optimization, and business development in support of network growth. The CMO-PC will maintain an active clinical practice (0.25 cFTE) and board certification in a primary care specialty while serving as the principal clinical leader for the BILH Medical Group Primary Care enterprise. The CMO-PC will work in close partnership with the Chief Medical Officer-Specialty Care, Chief Operating Officer, and Chief Financial Officer of the BILH Medical Group. The CMO-PC will also collaborate extensively with system leaders across Beth Israel Lahey Health, including the BILH Performance Network, the BILH Chief Clinical Officer, Primary Care Leadership at Beth Israel Deaconess Medical Center and Lahey Clinic, and the Community Division Hospital Chief Medical Officers. The CMO-PC also champions population health and value-based care performance across the system, partnering closely with BILH Performance Network leadership, and ensures that BILHPC is fully aligned with BILH’s mission, strategic objectives, and Blueprint 2030.**Job Description:****Essential Duties & Responsibilities****Clinical Leadership & Quality*** Oversees all aspects of the BILHPC clinical enterprise system-wide, establishing performance expectations, leadership acumen/development and delegating authority to regional and practice-level primary care medical directors.* Responsible for superior quality, safety & risk management, patient experience, and pop health and patient care outcomes measurement across all primary care practices and sites across the full BILHPC enterprise.* Ensures high quality (clinical outcomes and patient experience) and risk management standards are upheld across all specialty practices, fostering a high reliability ecosystem.* Ensures clinic operations comply with applicable accreditation, statutory, and regulatory requirements including The Joint Commission and the Massachusetts Department of Public Health, where applicable.* Assesses emerging technologies and care delivery innovations; champions evidence-based clinical transformation across the primary care enterprise.* Collaborates with BILH Performance Network and like quality initiatives and governing bodies across the system on various initiatives aimed at optimizing overall care delivery to patients and communities.* Maintains a minimum of 0.25 clinical FTE, sustaining board certification and active primary care practice, maintains involvement in panel management if possible.**System-Wide Collaboration & Entity Relationships*** Serves as the primary clinical liaison between BILH Medical Group Primary Care and primary care leadership across all BILH hospital entities and clinical units, including BIDMC, Lahey Hospital & Medical Center, and all Community Division hospitals.* Builds and sustains productive relationships with departmental and divisional chiefs of primary care medicine at BILH’s academic medical centers to ensure alignment of clinical standards, training pathways, and network integration strategies.* Partners with hospital CMOs, clinical chiefs, and system leadership across the full BILH enterprise to advance coordinated primary care strategy, including network expansion, referral alignment, and access improvements.* Collaborates with BILH system-level leadership (SLT) on primary care policy, clinical governance, and cross-entity planning to ensure BILHPC interests are represented in enterprise decision-making.* Works to align non-employed and private practice PCPs across the BILH market through clinical integration, co-management, and network affiliation strategies.**Population Health & Value-Based Care*** Partners with population health leadership to assure BILHPC’s success in value-based contracts; supports and facilitates care coordination for high-risk patients across the full system.* Oversees the integration of population health tools, registries, and care management resources into primary care workflows enterprise-wide.* Collaborates with BILH Performance Network clinical leadership on risk stratification, quality metrics, and performance benchmarking.* Drives PCP engagement in preventive care, chronic disease management, and panel-based care quality initiatives.* Partners with hospital leadership across all entities to ensure smooth care transitions, reduce avoidable admissions, and improve post-acute follow-up.**Physician Recruitment, Retention & Workforce Development*** Leads physician and APP recruitment strategy for BILHPC enterprise-wide, partnering with HR and physician recruiters to develop compelling primary care value propositions that attract high-caliber candidates across all BILH markets.* Designs and implements retention programs tailored to primary care physician needs, including practice environment, workload balance, panel management, and professional development pathways.* Oversees onboarding and integration of new primary care physicians and APPs to accelerate time-to-productivity and long-term engagement.* Fosters physician and APP leadership development and succession planning across primary care regions and entities; cultivates an environment of learning, feedback, and career growth.* Partners with medical directors on individual performance management, career development planning, and early intervention when performance concerns arise.* Champions a culture of belonging, psychological safety, and caregiver resilience within BILHPC.**Physician Compensation & Business Development*** Partners with the President, CFO, and COO to develop, maintain, and govern primary care physician and APP compensation plans system-wide, ensuring market competitiveness, internal equity, and regulatory compliance.* Brings direct expertise in wRVU-based productivity compensation, base salary benchmarking, panel size incentives, quality bonus design, and call coverage compensation.* Evaluates and advises on primary care-specific compensation structures including care coordination supplements, panel management incentives, and leadership stipends.* Supports business development activities including primary care site expansion, ambulatory network growth, APP-led panel development, and alignment of non-employed community PCPs with BILH.* Contributes clinical and operational credibility to business cases, proformas, and ROI analyses supporting primary care growth investments across all BILH entities.**Access, Panel Management & Operations*** Drives timely access to primary care across all BILH markets; sets and monitors standards for new patient access, third next available appointments, and visit availability.* Partners with operations to optimize provider scheduling, panel size targets, cFTE utilization, and bookable time consistency across all BILHPC sites.* Oversees initiatives to expand patient panel capacity, including APP-to-independent-panel transitions, visit length standardization, and care team model optimization.* Contributes expertise in practice operations to decisions about optimal use of space and efficient allocation of resources, as well as strategic planning for expansion and growth.* Ensures the Management Operating Review (MOR) framework is consistently implemented across regions and entities, driving accountability and data-informed decision making.**Strategy, Financial Management & Integration*** Partners as a key member of the BILH Medical Group executive leadership team, contributing clinical and strategic expertise to enterprise-wide initiatives.* In partnership with the President, COO, and CFO, oversees the BILHPC budget process including volume, revenue, and expense planning; develops action plans to address variances.* Contributes to the development of the BILH Medical Group strategic plan; ensures day-to-day operations align with Blueprint 2030.* Partners with the CMO – Specialty Care to ensure integrated referral pathways, care coordination protocols, and joint physician engagement strategies across the Medical Group.* Directly responsible for Regional Primary Care Medical Directors and their oversight of practice-level medical directors.* Represents BILH Medical Group Primary Care to external organizations, agencies, and partners as needed.* Participates in relevant BILH Physician Enterprise governance and advisory meetings.**Key Requirements*** M.D. or D.O. with current licensure in the Commonwealth of Massachusetts* Board certification in a primary care specialty (Internal Medicine, Family Medicine, Pediatrics, or equivalent); active clinical practice (0.25 cFTE) required with panel management responsibilities* Minimum of 10 years of clinical practice* 5–7 years of significant clinical leadership responsibility, including clinical operations and financial management across a large, geographically distributed, multi-entity primary care enterprise* Prior experience leading a system-wide or multi-hospital primary care physician enterprise strongly preferred; familiarity with both academic medical center and community primary care environments an asset* Direct experience with primary care physician compensation plan design and administration, including wRVU productivity models and benchmarking* Experience leading primary care physician and APP recruitment, onboarding, and retention programs* Demonstrated expertise in population health, value-based contracts, and risk-based care management* Nuanced understanding of ambulatory primary care operations, panel management, and access optimization* Advanced leadership training and/or MBA an asset* Content expertise in quality, safety, patient experience, clinical transformation, and population health**Key Leadership Capabilities*** Passion for primary care and commitment to delivering high-quality, relationship-centered care across diverse community and academic settings* Strong leadership, communication, listening, collaborative, and organizational skills with outstanding personal integrity* Charismatic leader with strength of presence, conviction, strong influencing and negotiation skills; Actual compensation may be determined based on several factors, that may include education, training, relevant experience, specialty, geography of work location, productivity, job responsibilities, or other applicable factors permissible by law.
