Construction Manager (CM-PM)

divh2Construction Manager/h2pISI seeks a Construction Manager to provide onsite construction management leadership supporting the Department of Veterans Affairs (VA) for the Electronic Health Record Modernization (EHRM) Infrastructure Upgrade at the Philadelphia VA Medical Center. You will serve as the Task Order Site Lead and primary point of contact for all ISI personnel assigned to this contract. This position is responsible for overall project oversight, direction, and performance, ensuring that all construction management activities meet VAs technical, cost, and schedule objectives. The ideal candidate is a senior construction professional capable of leading a multidisciplinary team of engineers and schedulers in a live healthcare environment. Experience in healthcare and information technology (IT) projects/facilities is critical./ph3Key Responsibilities/h3ulliServe as Task Order Site Lead for ISIs CM team and primary liaison with the VA Contracting Officers Representative (COR)./liliManage and coordinate daily operations of all ISI construction management personnel assigned to the project./liliOversee construction administration activities including submittal reviews, RFI responses, pay applications, and change order evaluations./liliMonitor contractor progress, identify potential risks, and develop mitigation strategies to maintain scope, schedule, and budget compliance./liliReview and evaluate construction schedules with support from the Scheduler; verify alignment with VA milestones./liliProvide technical and administrative direction for cost control, document management, and reporting./liliEnsure conformance to VA Technical Information Library (TIL) standards, applicable codes, and quality requirements./liliLead weekly progress meetings and provide accurate, data-driven project reporting to VA leadership./liliSupport and coordinate commissioning, activation, and close-out activities./liliMaintain accurate records of project performance, correspondence, and official reports./liliProvide after-hours support as needed for system tie-ins or mission-critical activities./li/ulh3Minimum Qualifications/h3ulliBachelors degree in Construction Management, Engineering, Architecture, or related field from an accredited institution./liliEducation may be substituted by 15 years of directly related construction management experience./liliMinimum 7 years of experience managing facility construction projects, including oversight of engineering, design, and construction activities./liliDemonstrated experience with schedule control, cost management, and program budgeting./liliProven ability to lead multi-disciplinary teams and maintain project momentum in complex healthcare or IT-driven environments./liliStrong proficiency with MS Office, Bluebeam, and project management tools./liliExcellent written and verbal communication skills./liliExperience in healthcare and information technology (IT) projects/facilities is critical./liliApplicants must be U.S. citizens, lawful permanent residents, or other non-U.S. citizens lawfully authorized to work in the United States without employer sponsorship, must have at least three (3) years of U.S. residency, and must be able to successfully obtain and maintain a VA PIV credential./liliMust be able to obtain and maintain a VA Public Trust clearance./li/ulh3Preferred Qualifications/h3ulliPrior experience supporting VA, DOD, or other federal medical center projects./liliKnowledge of EHRM program requirements, data center construction, or infrastructure modernization./liliExperience with Primavera P6, Procore, OpCenter, or related scheduling/document management systems./liliFamiliarity with VA TIL standards and federal construction quality assurance practices./li/ulh3Physical / Work Environment/h3ulliThis position is full-time and onsite at the Philadelphia VA Medical Center./liliStandard 40-hour work week, MondayFriday, 8:00 a.m.5:00 p.m./liliMust be able to walk construction sites and perform regular inspections; occasional lifting (515 lbs)./liliFlexibility is required for after-hours work to support outages, commissioning, or system tie-ins as needed./li/ul/div
