Health Care Assistant Administrator I

The Department of Vermont Health Access (DVHA), Health Access Eligibility & Enrollment Unit (HAEEU), is hiring a Healthcare Administrative Assistant I. The Department of Vermont Health Access (DVHA)'s Health Access Eligibility & Enrollment Unit (HAEEU) is seeking a qualified individual to join their dynamic team. The Healthcare Administrative Assistant I is responsible for drafting, editing, developing, managing, and maintaining health care eligibility applications, forms, and customer notices for HAEEU. You will work with teams across the department to make sure communications are clear, consistent, and accurate. Job duties include but are not limited to:
- Update and improve on-line and paper health care applications and forms.
- Draft, edit, and maintain customer eligibility notices.
- Develop new applications, forms, and notices as needed.
- Collaborate with Notice Manager, Assistant Operations (AOPS) teams, Healthcare Appeals Team, Application and Document Processing Center (ADPC), Health Care Policy Unit, Leadership and other stakeholders.
- Develop and maintain Exchange applications and notices with Program Leads from other AHS departments to ensure consistency and avoid conflicting or duplicate information.
- Route communications to all affected departments for review and approval.
- Help the Notice Team send mailings on time and efficiently.
- Maintain and organize the template library for applications and notices.
- Lead small projects and keep leadership informed on progress.
- Maintain working knowledge of eligibility systems, rules, policies, and internal processes.
- Work effectively with colleagues across departments.
- Facilitate meetings and working sessions.

Environmental Factors: Duties are performed primarily in a standard office setting. A valid drivers' license is required and private means of transportation could be needed if a fleet vehicle is unavailable. Conflicting opinions on operational problems may be anticipated. Multiple competing priorities and tight deadlines are a frequent occurrence.
Minimum Qualifications: Master's degree AND one (1) or more years of experience in a human services program, or in a field related to health care administration, insurance, banking, accounting, para-legal services, auditing, or federal grants management. Other related work environments may be considered if they require: reading, comprehension and application of complex rules, regulations, policies, and procedures to perform the work. OR Bachelor's degree AND two (2) or more years of experience in a human services program, or in a field related to health care administration, insurance, banking, accounting, para-legal services, auditing, or federal grants management. Other related work environments may be considered if they require: reading, comprehension and application of complex rules, regulations, policies, and procedures to perform the work. OR Associate's degree (or two (2) years of full-time college coursework) AND three (3) or more years of experience in a human services program, or in a field related to health care administration, insurance, banking, accounting, para-legal services, auditing, or federal grants management. Other related work environments may be considered if they require: reading, comprehension and application of complex rules, regulations, policies, and procedures to perform the work. OR High School diploma or equivalent AND four (4) or more years of experience in a human services program, or in a field related to health care administration, insurance, banking, accounting, para-legal services, auditing, or federal grants management. Preferred Qualifications: Experience with Vermont Medicaid. Strong written communication skills and experience writing for the public. Ability to use Plain Language to explain complex health care information. Strong Microsoft Word skills, including formatting and copy-editing tools. Proficient in Microsoft Word, Excel, Access, and SharePoint. Familiar with mail merges and other mass communication tools. Exceptional organization skills with the ability to manage calendars and deadlines. Ability to support multiple project streams and help keep a team keep organized. Strong grammar and attention to detail. Able to work independently and as part of a team.
