Senior Project Manager

Job Summary:

The Senior Project Manager/Leader is responsible for managing large-scale, complex, and high-risk projects within OPS I&IT initiatives. This role ensures project deliverables meet business requirements on time, within scope, and budget, while adhering to OPS project management methodologies and frameworks. The position involves leadership in organizational development, strategic planning, and effective resource and budget management, with a focus on procurement and vendor management in a public sector environment. Responsibilities:

• Provide project management for large, complex, high-profile, and high-risk OPS I&IT projects.
• Ensure project deliverables meet client requirements on time, scope, and budget.
• Lead organizational development, strategy, business planning, and funding requests.
• Develop and maintain detailed project schedules and integrated plans.
• Monitor and forecast project costs; provide reporting to meet financial targets.
• Promote I&IT project management best practices and adherence to methodologies.
• Direct project teams ensuring timely delivery aligned with government and ministry standards.
• Coordinate and monitor project processes, guidelines, and procedures.
• Source, select, and onboard team members; clarify roles and set performance expectations.
• Resolve resource conflicts and ensure knowledge sharing among team members.
• Develop and manage complex project budgets with cross-ministry dependencies.
• Identify risks proactively and recommend mitigation strategies to senior executives.
• Establish and participate in steering committees and stakeholder forums.
• Provide project, program, and portfolio reporting to senior executive stakeholders.
• Manage change effectively across all project stages to facilitate smooth transitions.
• Manage procurement, vendor relationships, contract administration, and compliance.
• Meet all mandatory project management technical requirements.

Required Skills & Certifications:

• Project Management Professional (PMP) certification.
• Extensive experience managing large-scale, complex, integrated project plans and budgets.
• Proven ability managing procurement, vendor management, contract administration, and acquisition compliance.
• Executive-level briefing and relationship management experience.
• Strong analytical, problem-solving, and decision-making skills.
• Excellent verbal and written communication skills.
• Experience with public sector business case development and funding acquisition.
• Demonstrated ability to meet deadlines and manage multiple stakeholders.

Preferred Skills & Certifications:

• Knowledge of Project Management Institute's PMBOK standards.
• Understanding of Information Management principles, policies, and practices.
• Familiarity with Accessibility for Ontarians with Disabilities Act (AODA) regulations and standards.
• Experience with infrastructure development projects.
• Proficiency in change management and conflict resolution.
• Highly developed interpersonal and negotiation skills.
• Public sector experience is preferred.

• Must adhere to OPS project management methodologies and frameworks.
• Ability to work with both unionized employees and fee-for-service consultants.
• Manage projects involving multiple funding channels and cross-ministry dependencies.
• High level of fiscal control and accountability required.

Scheduling:

• Standard full-time work schedule with possible requirements for extended hours to meet project deadlines.
• May require flexibility to attend meetings with senior executives and stakeholders.
