Tolling Services Operations Director

About the Role Cintra Toll Services (CTS) is responsible for delivering, operating, and enhancing the Central System that supports all revenue collection functions for Cintra-sponsored U.S. projects. The role is fully accountable for the day-to-day operations of CTS, ensuring effective toll collection, alignment across concessions, and support for business development efforts. Key Responsibilities Budget: Own the P&L, yearly budget and reviews; agree invoicing values with the technical office and concessionaires; approve invoices against budget; issue invoices for change orders and payment milestones; improve baseline and costs. Contract Commercial Operations: Issue and negotiate certificates for payment milestones with concessionaires and vendors; follow O&M activities with the technical office to identify risks; negotiate change orders based on drafts from the technical office; make day‑to‑day decisions under their recommendations. FinOps and SOX Champion: Verify the efficiency and efficacy of the FinOps team; keep the Azure consumption baseline updated; ensure reporting availability and verify cloud Service Level Agreements. Process Plans and Policies: Maintain the process plan and ensure all Project Managers abide by it. Procurement and Customer Contracts: Understand contracts; own the technical schedules attached to contracts; produce and verify correctness and alignment to the entire contract and concession agreements. Document Management: Keep the shared repository updated; ensure all Project Managers comply; manage the lessons‑learn program; review root‑cause analyses to apply lessons learned. Qualifications Bachelor of Science in IT, Computer Science, Mechanical Engineering, Telecommunications Engineering, Civil Engineering, or a relevant Business Degree. Postgraduate education desired; Texas licensed P.E. welcomed but not required. 10–15+ years of experience in operations with a strong IT component; experience in toll operations within an open‑road tolling environment preferred. Proven experience in complex environments with multiple stakeholders and sponsors in a matrix organization. Experience in shared‑services organizations is highly appreciated. Demonstrable experience in operations management, toll collection systems, intelligent transportation systems, road/traffic control systems, and commercial back‑office systems. Contract negotiation skills with regional implications. High proficiency with Microsoft Office (Word, Excel, Project, PowerPoint). Strong teamwork, proactive multitasking, problem‑solving, and innovative process implementation in a fast‑paced environment. Ability to work against tight deadlines and moving schedules; a self‑sufficient project owner. Work Environment The position requires on‑site presence and is not a remote role. The work environment is typically quiet with occasional travel (including air travel within the U.S., Canada, and Europe). Physical demands include lifting or moving up to 10 pounds and regular computer use, including focus adjustment. Employees may be required to stand, walk, sit, talk, or hear frequently.
