PURPOSE OF CLASSIFICATION The purpose of this classification is to review construction plans and related documents to ensure compliance of proposed construction with applicable codes prior to issuance of permits. ESSENTIAL FUNCTIONS Interprets and applies building, electrical, plumbing, mechanical, fire, life/safety, energy, accessibility, pool, and other applicable codes, ordinances, laws, regulations, standards, policies, and procedures; researches code-related issues; communicates with other plans examiners, building inspectors, customers, or other staff regarding code interpretation; contacts outside agencies for additional opinions. Identifies non‑compliance issues and required corrections for plans; ensures corrections are made and plans meet compliance before permit issuance. Performs field inspections to review construction of buildings and related systems; assists field inspectors as needed. Prepares and maintains records of plan review activities, organizes documentation, uses checklists, and enters pertinent information into the computer system. Assists with the preparation of plan review checklists. Provides technical assistance and information on code requirements; discusses construction plans, permit process, status of review, problem areas, changes, and contractor responsibilities with property owners, developers, contractors, subcontractors, and architects; recommends solutions and initiates problem resolution. Coordinates plan reviews, permit processing, and other activities with staff, other Town departments, and outside agencies. Participates in the development and adoption of model codes. Reads and interprets construction documents. Prepares or completes various forms, reports, correspondence, plan review checklists, project status reports, and other documents. Receives and processes various forms, reports, construction plans, and related documentation from multiple sources, including engineering drawings, surveys, wind‑load certifications, floodplain forms, and product literature. Maintains current library of reference materials. Operates a computer to enter, retrieve, review, or modify data; verifies accuracy and makes corrections using word processing, database, e‑mail, internet, and electronic plan review software. Operates various equipment and tools associated with work activities, including a motor vehicle, drafting instruments, scales, a video camera, a calculator, and general office equipment. Follows safety procedures, utilizes safety equipment, and monitors the work environment to ensure safety of employees and others. Communicates with supervisors, employees, other departments, Town officials, building inspectors, property owners, contractors, architects, engineers, agencies, the public, and others to coordinate work activities, review status, and resolve problems. Participates in hurricane preparation or recovery planning and activities as necessary. Maintains comprehensive, current knowledge of applicable codes, regulations, and standards; reviews new codes and changes to existing codes; stays aware of new methods, materials, trends, and advances in the profession; reads professional literature; maintains professional affiliations; attends seminars, workshops, and training sessions. Participates in the Development Review Committee. ADDITIONAL FUNCTIONS Performs general/clerical tasks such as answering telephone calls, typing documents, making copies, sending and receiving faxes, filing documentation, and processing mail. Provides assistance to other employees or departments as needed. MINIMUM QUALIFICATIONS High school diploma or GED. College‑level coursework or vocational training in general building construction and a variety of construction plan review specialties. Three (3) years of previous experience and/or training that includes general building construction, code interpretation, building inspection, and a variety of building plan review specialties. Any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this job may substitute for the experience requirement. Must possess and maintain a valid State of Florida license in at least one of the following areas: Building Plans Examiner, Plumbing Plans Examiner, Mechanical Plans Examiner, or Residential/Commercial Electrical Plans Examiner. Persons currently licensed or certified to practice as an architect pursuant to FS 481 or an engineer pursuant to FS 471 can substitute for the State of Florida license in the listed areas. A valid Florida driver’s license is required; a driver’s license from any state (equivalent to a State of Florida Class E) may be used for application purposes, with the requirement to obtain the State of Florida license within thirty (30) days from the date of employment. Equipment, Machinery, Tools, and Materials Utilization : Ability to operate, maneuver, and control equipment, machinery, tools, or materials used in essential functions. Verbal Aptitude : Ability to utilize a wide variety of reference, descriptive, advisory, and design data and information. Mathematical Aptitude : Ability to perform arithmetic operations, calculate percentages, discounts, interest, profit and loss, ratios, areas, volumes, weights, and measures. Functional Reasoning : Ability to apply principles of rational systems, interpret instructions, and exercise independent judgment to adopt or modify methods and standards. Situational Reasoning : Ability to exercise judgment, decisiveness, and creativity in evaluating information against measurable or verifiable criteria. ADA COMPLIANCE Physical Ability : Tasks require moderate physical effort involving climbing, balancing, stooping, kneeling, crouching, crawling, pushing, and pulling objects or materials of moderate weight (12–20 lb) and occasionally heavier (20–50 lb). Sensory Requirements : Ability to perceive and discriminate colors, sounds, depth, texture, and visual cues; oral communication ability. Environmental Factors : Exposure to adverse environmental conditions such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature extremes, electric currents, traffic hazards, or varying light levels.
