The Air Force Civilian Service (AFCS) is looking for a Contract Specialist (NH-1102-03) to work at the Air Force Agency for Modeling & Simulation in Orlando, FL. In this position you will provide oversight and direction necessary to ensure successful strategic acquisition planning, analysis, solutions, execution, and support for Air Force District of Washington (AFDW) customer AFAMS as an AF/A3 field operating agency (FOA). You will perform early requirements planning, analysis, definition and consolidation; conduct market research and risk management; execute best value sourcing; formulate and implement acquisition strategy; conduct cost/price analysis; evaluate offers or proposals; support the source‑selection process; fully implement contract changes; exercise options; conduct negotiations; and provide solutions to contractual issues. You will ensure compliance with contract terms, acquisition regulations, and public law, serve as an unlimited warranted Contracting Officer, and lead a contracting team. Salary Range is $89,030 – $137,631 annually based on experience. Knowledge of the business environment, including economic trends, commercial practices, mergers and acquisitions, to recognize programmatic and contractual impacts and conduct market research. Understanding of risk identification, assessment, and mitigation principles and tools. Experience with contract negotiations, administration, termination principles, and price and cost analysis sufficient to review proposals, determine price reasonableness, and establish negotiation positions. Strong analytical and decision‑making skills; ability to apply precedents from government contracting case law to specific situations. Excellent oral and written communication skills, with clarity and technical accuracy. Ability to work with customers to assess needs, provide assistance, resolve problems, satisfy expectations, and meet deadlines. Must be able to hold and maintain an unlimited contracting officer warrant. Must be able to obtain and maintain a Secret clearance. May be required to travel by military or commercial aircraft for TDY assignments. May be required to work overtime on an unscheduled or emergency basis. Responsible for securing and safeguarding sensitive and/or classified information in accordance with regulations. Within 30 days of assuming the position and by 31 October annually thereafter, must file an OGE-450 “Confidential Financial Disclosure Report.” Must attend annual ethics and procurement training.
