Senior Systems Analyst / QA Manager – Medicaid

* Hybrid (3 days onsite and 2 days remote) – Local to Richmond, VA only, please


Description This position is for a Systems Analyst/QA Manager supporting a large-scale Medicaid project. The role will lead all Quality Assurance activities, ensuring deliverables meet applicable Medicaid requirements while coordinating closely with business teams and external vendors. This role manages the full testing lifecycle, including development of the overall test strategy, planning, execution, reporting, detailed test data preparation, and oversight of End-to-End (E2E) testing.

The SA/QA Manager will coordinate testing efforts with business teams to obtain user scenarios and test cases, organize meetings, support User Acceptance Testing (UAT), ensure proper test coverage and traceability, and perform test readiness reviews.
Responsibilities

• Maintain defect management processes, validate data integrity across systems, ensure consistent QA documentation and standards, and conduct post-test assessments to confirm resolution of issues.
• Identify risks early, partner with project management teams for project oversight, and ensure strong communication across business teams, vendors, and project leadership throughout the implementation.
• Manage System Integration Testing (SIT), User Acceptance Testing (UAT), and End-to-End Testing (E2E) for Medicaid systems and modules, including testing of configured Commercial Off-the-Shelf (COTS) applications and the conversion and integration of data from other systems.
• Manage defect triage meetings involving multiple vendors and track defects through timely resolution and closure.
• Understand project requirements and design; develop test cases and test data; verify software changes; troubleshoot and resolve escalated issues; and serve as a liaison between developers and business users.
• Communicate and report testing results and progress to a variety of stakeholders, including Test Summary Reports and execution metrics.
• Escalate and track UAT defects through resolution.
• Apply strong Mainframe experience to support testing and analysis activities.
• Track and maintain historical UAT testing information.
• Meet deadlines with a high level of integrity, professionalism, customer service, and motivation.
• Coordinate UAT defect triage activities involving multiple systems, vendors, and teams.
• Experience with Teradata queries is preferred.

Required Skills / Knowledge / Experience

• Experience with large-scale Medicaid member eligibility processing software — Required: 15 years
• Experience coordinating SIT, UAT, and End-to-End testing activities on large-scale projects — Required: 10 years
• Experience with test scenario development, test case creation, test data preparation, test case execution, defect tracking, and metrics reporting — Required: 10 years
• Excellent communication and stakeholder engagement skills, including the ability to explain technical concepts to non-technical audiences — Required: 15 years
• Executive/management reporting and presentations — Required: 10 years
• Mainframe experience — Required: 10 years
• Data analysis experience — Required: 10 years
• Meeting facilitation — Required: 10 years
• Knowledge of programming logic — Required: 10 years
• Experience collaborating with vendors, system integrators, and multidisciplinary teams — Required: 10 years
• Teradata experience — Preferred: 1 year
