Job Description
Performs advanced (senior-level) nursing and managerial work under the supervision of the Newborn Screening Director. Administers the daily operations and activities of the Texas Early Hearing Detection and Intervention (TEHDI) program, the Newborn Screening provider support and benefits administration program, and associated contracts. Establishes and evaluates program goals, objectives, standards, nursing services, quality assurance activities, policies, procedures, staffing plans, and performance measures. Interprets federal and state laws, Texas Administrative Code requirements, health care regulations, clinical standards, and program requirements; provides professional nursing oversight and guidance; oversees hiring and performance management; and supervises assigned professional, management, and support staff. Confers with leadership and the medical director on strategic planning, mandated screening, treatment access, clinical care coordination, and long- and short-term priorities. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. May work additional hours to meet defined deadlines and mission-critical reporting requirements.
Essential Job Functions
Attendance and general responsibilities. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
30% – Program and nursing operations. Manages day-to-day activities of the TEHDI program, Newborn Screening provider support and benefits administration program, and associated contracts. Establishes goals and objectives; develops and approves schedules, priorities, standards, guidelines, clinical protocols, and procedures; and coordinates evaluation activities. Develops and evaluates nursing services, program operations, quality assurance processes, in-service training, educational activities, and policies and procedures. Prepares management and productivity reports, identifies needed changes, and recommends improvements to operations, clinical care coordination, and service delivery.
25% – Supervision, professional oversight, and staffing. Manages staff development activities, including hiring, onboarding, training, coaching, performance evaluation, and approval of time and leave. Provides professional nursing oversight and guidance to management-level, professional, and support staff to ensure compliance with regulatory standards, standards of care, established procedures, and program expectations. Establishes and oversees a nurse staffing plan appropriate to program needs and supervises the work of others.
15% – Budget and resource planning. Evaluates budget requests, monitors expenditures, and makes adjustments necessary to support TEHDI, Newborn Screening Benefits, and related program activities. Confers with leadership on long- and short-term planning to align staffing and other resources with mandated screening, treatment access, clinical priorities, and agency objectives.
15% – Policy, compliance, contracts, and quality assurance. Provides input into new policies and procedures and monitors compliance with federal and state laws, Texas Administrative Code requirements, health care regulations, contract requirements, clinical standards, and program procedures. Oversees contract and grant activities to ensure bids, renewals, submissions, reporting, and monitoring are timely and compliant. Monitors and reviews case management service plans, medical records, patient assessments, and related documentation, as applicable, to evaluate compliance, assessment accuracy, standard of care, utilization review and control measures, and quality of service.
10% – Clinical and technical leadership. Provides advanced nursing, clinical, technical, and operational guidance concerning TEHDI, Newborn Screening Benefits, associated business functions, and department operations. Participates in interdisciplinary health care meetings and contributes to comprehensive care coordination. Represents the programs in agency and interagency meetings, stakeholder discussions, clinical learning settings, and public-facing presentations, and supports leadership in strategic, operational, and policy discussions.
5% – Other duties and emergency response. Performs other duties as assigned, including active participation or a supporting role in disaster response, recovery, or Continuity of Operations activation. Such participation may require an alternate shift pattern, work location, or additional hours to meet deadlines and mission-critical reporting requirements.
Registration, Certification, or Licensure
Must be licensed as a registered nurse by the State of Texas or a state that recognizes reciprocity through the Nurse Licensure Compact. The required license must be current and in good standing.
Knowledge, Skills, and Abilities
- Knowledge of nursing techniques and procedures; medical diagnoses and procedures; accepted medical treatment programs; community health and nursing care principles, practices, and procedures; health care laws and regulations; program regulations and procedures; public health rules and services in Texas; utilization review and control measures; contract monitoring; and principles of public administration and management.
- Knowledge of disorders screened by the Newborn Screening Program and of clinical care coordination and quality assurance principles.
- Skill in program planning, implementation, management, and evaluation; staff leadership and supervision; data collection and analysis; problem solving and decision making; contract and grant oversight; interpersonal relationship building; and use of computers, databases, document creation, spreadsheets, and applicable software.
- Ability to provide professional nursing oversight; interpret and explain public health laws, policies, procedures, and health care regulations; recognize patterns of medical necessity treatment; organize, coordinate, and evaluate nursing activities and public health service delivery; establish and oversee a nurse staffing plan; evaluate clinical and administrative quality assurance activities; establish priorities and meet deadlines; prepare reports; communicate effectively; develop staff capabilities; resolve complaints and operational issues; and supervise the work of others.
- Ability to work independently and productively with people from varied socioeconomic, educational, professional, and cultural backgrounds and to manage competing priorities in politically sensitive or stressful situations.
Initial Screening Criteria
- Current license as a registered nurse issued by the State of Texas or a state participating in the Nurse Licensure Compact.
- Graduation from an accredited nursing program. A bachelor’s degree in nursing, public health, or health administration.
- Experience supervising or leading professional, managerial, clinical, or support staff, including staff development and performance management.
- Experience in grant or contract development, administration, monitoring, or compliance is preferred.
