Duties

• Performs comprehensive budget formulation, estimation, and justification for assigned programs and organizational segments.
• Analyzes administrative and program guidance received from higher headquarters to evaluate, validate, and compile annual resource requirements from subordinate elements.
• Assesses submissions for statutory propriety, resource adequacy, policy compliance, and historical execution trends.
• Responsible for managing and monitoring the day-to-day execution of approved budgets for all assigned activities and funding lines. Tracks the annual commitments, obligations, and expenditures to ensure funds are utilized IAW regulations.
• Responsible for developing, compiling, and interpreting complex financial reports and presentations for serviced activities and command leadership.
• Incumbent monitors execution rates against established benchmarks and provides strategic recommendations to mitigate spending risks while avoiding potential monthly budget over/under execution.
• Participates in the managing, reviewing, and monitoring of the organization's travel programs to ensure compliance with the Joint Travel Regulations (JTR) and command travel policies.
• Responsible for analyzing travel metrics, tracking cardholder delinquency rates, and identifying trends in travel execution.
• Providing direct assistance, guidance, and occasional training to subordinate units to enable them to effectively manage their local travel programs and maintain fiscal readiness.

• Obtain and maintain a FM Certification Level 2.
• In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering).
• At the assigned proficiency level: 1) Foundational qualification requirements within 9 months, 2). Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).
• Position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes Develops and administers budget formulation and execution plans for programmed funds; evaluates financial data and budgetary relationships to develop actionable recommendations for budgetary actions; prepares and delivers comprehensive budget presentations and reports to supported customers and leadership; and monitors organizational travel program metrics to ensure compliance with the Joint Travel Regulations (JTR) while providing technical guidance to subordinate units. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or Finance.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
