Department and Mission The California Department of Social Services (CDSS) works to serve, protect, and support Californians in need, with a commitment to diversity, equity, inclusion, accessibility, and belonging. The Youth and Caregiver Support Bureau aims to ensure a successful transition to adulthood for transition‑age youth and to support caregivers and children in foster care. Job Description and Duties The Manager II will provide consultation, written and verbal policy interpretation and analysis, and support program development and improvement necessary to support the wellbeing of children in foster care. Key responsibilities include: Providing policy interpretation and analysis. Consulting with program staff and partners to develop and improve services. Ensuring compliance with the Interstate Compact on the Placement of Children (ICPC). Collaborating with the Department of Industrial Relations to prioritize apprenticeship opportunities for foster youth. Guiding the implementation of equity, diversity, and inclusion priorities across programs. Qualifications Minimum qualifications are outlined in the Classification Specification. Candidates should have: Relevant education and experience in child welfare, public administration, or a related field. Experience leading change efforts in evolving environments. Demonstrated ability to establish inclusive work environments, promote staff development, and facilitate collaboration. Strong communication skills, both written and verbal.
