Employment Specialists, Occupational Education and Training CoordinatorsKing County's Department of Community and Human Services (DCHS) provides equitable opportunities for people to be healthy, happy, and connected to community. Our Children, Youth and Young Adults Division (CYYAD) is recruiting for two Employment Specialists, Occupational Education and Training Coordinators (OETC). These positions provide curriculum design, and basic skills instruction for out-of-school youth enrolled in educational services at King County YouthSource and Shoreline Community College's Center for Education and Career Opportunities (CECO). The Employment Specialist positions provide job readiness training to CYYAD participants and plan, develop, coordinate, implement and evaluate training and participant preparation. The Employment Specialists are a highly skilled instructional and administrative position working in partnership with the case management team and Reconnect to Opportunity Team. This recruitment is to fill a Term-Limited Temporary (TLT) position that is anticipated to end December 31, 2027. If filled by a King County employee who has passed their initial probation, the TLT will be as a Special Duty Assignment (SDA).Job DutiesTo be considered minimally qualified applicant must demonstrate a background that provides the knowledge, skills and ability to:Design and develop job readiness coursework and curricula: perform course analysis, write learning objectives; develop instruction and testing materials and visual aids.Develop employer partnerships including internship sites, navigate paperwork processes necessary for this to be done including payroll packets, supervisor handbooks, etc.Work to ensure that summer internship programming is developed, standardized, and operational for the site and support for the systems wide work.Conduct courses and provide workshops to CYYAD participants in job readiness, which includes but is not limited to career exploration, resume creation, cover letter development, job search training, job applications, interviewing techniques, communication, and other job relevant soft skills.Evaluate and track student progress. Provide constructive feedback and supplemental individualized training, where needed.Maintain and update a library of training and reference materials and additional employment workshops and resources.Other duties as assigned.Experience, Qualifications, Knowledge, SkillsWe are looking for candidates who have:Bachelor's degree in education, business, social work, or related field OR any combination of education & experience that demonstrates strong ability to perform the job duties of the position.At least two years of experience working with youth or young adults in an employment or education environment.Experience working with out-of-school students (with or without a diploma/GED).At least two years of experience in job development or related field.At least one year of experience teaching Job Readiness or related curriculum.Strong ability to engage with students and support them to employment goals including ability to be able to build individual relationships with students quickly, and ability to work with a diverse group of students.Familiarity with the King County, Workforce Innovation and Opportunity Act (WIOA), and Department of Vocational Rehabilitation, or similar funding streams as related to Internships and development of employer partnerships.Demonstrated ability to deliver goal-oriented results in a timely manner.Comfortable in a fast pace results orientated program and experience developing curriculum.Ability to work with and communicate clearly and effectively with individuals of diverse cultural socio-economic and ethnic backgrounds.Ability to develop and maintain effective working relationships with community colleges, WorkSource, juvenile court, parents and funders.Ability to work as a team member and have good interpersonal, facilitation and conflict resolution skills.Proficient in the use of personal computers, with working knowledge of MS Word, Excel and Outlook.Valid Driver's License or the ability to travel within King County in a timely manner.Ability to pass a Washington State Patrol background check.Knowledge of equity and social justice principles and practices, and understanding of the effects of place, race, and policy and system-based inequities on marginalized communities.This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. The primary onsite location for YouthSource is 645 Andover Park W, Tukwila, WA 98188. The primary onsite location for Shoreline CECO is 16101 Greenwood Ave N, Shoreline, WA 98133. This position is scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm. This position meets the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval. This position is not represented by a union.
