Position Overview and Responsibilities:

The Florida Department of Environmental Protection's Division of State Lands (DSL) serves as Florida's lead agency for environmental management and stewardship and acts as staff to the Board of Trustees of the Internal Improvement Trust Fund.


DSL's work goes far beyond land acquisition. DSL oversees more than 12 million acres of public lands across Florida, including lakes, rivers, and islands. These lands provide opportunities for residents and visitors to explore, connect with and appreciate Florida's one-of-a-kind natural landscapes.


DSL's Land and Recreation Grants Section promotes programs that foster partnerships to enhance and sustain Florida's natural and cultural resources and provide increased outdoor recreational opportunities for Florida's residents and visitors. The Land and Recreation Grants Section is seeking a detail-oriented, reliable candidate to support its operations. This position provides consultative services and technical assistance to local governments, state agencies, and non-profit entities for the provision of recreational opportunities for grants and other related special projects that help preserve the state lands and recreational facilities of the State of Florida.

• Processes and services applications for local government state agencies for grant-in-aid assistance under one or combination of the following programs: Land and Water Conservation Fund Program, Florida Recreation Development Assistance Program, Recreational Trails Program, and special legislative grants; assist in reviewing, evaluating, and recommending grant applications for funding award. Reviews commencement documentation and coordinates post-completion inspections.
• Determines eligibility of grant expenditures in furtherance of approved grant projects in accordance with program and fiscal rules, contract controls, state laws, and policies.
• Provides technical assistance in obtaining resources of federal, state, and department grant-in-aid programs for the solution of recreation problems.
• Develops and distributes reports, bulletins, maps, brochures, and other information to assist in the provision of, and participation in, programs administered.
• Plans and conducts workshops in conjunction with administered grant programs.
• Participates in conferences, workshops, seminars, and similar activities concerning the provision of recreational opportunities through local, state, and federal recreation programs.
• Conducts research concerning the availability of state, federal, and private grant-in-aid programs for the provision of recreational opportunities.
• Conducts research concerning the feasibility of various issues involving state parks.
• Performs related duties assigned.

Required Knowledge, Skills, and Abilities:

Knowledge of: Community planning/development programs; program management, coordination, and evaluation techniques.
Ability to: Collect, evaluate, analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to improvement of operational and management practices; conduct fact-finding research; utilize problem-solving techniques; work independently; understand and apply applicable laws, rules, regulations, policies, and procedures relating to grant-in-aid programs; plan, organize, and coordinate work assignments; communicate effectively orally and in writing; use computer software applications, particularly Microsoft Word, Excel, and Access; establish and maintain effective working relationships with others; provide consultative and advisory services to government and community groups.

• Obtain within one year of appointment and maintain a Florida Certified Contract Manager certification, Subsection 287.057(15), F.S.
