Our work supports military installations and federal agencies through facility and infrastructure planning, programming, master planning, and design.

As TDG continues to expand its presence in the National Capital Region and its federal planning portfolio, we are seeking a Civil Engineer with federal planning experience to join our Alexandria, Virginia office.

Position Summary

TDG is seeking a Civil Engineer who brings a strong understanding of both civil engineering and federal installation/facility planning .

This position is particularly suited for an engineer who has worked with the Department of Defense, military installations, federal agencies, or A/E planning firms supporting federal clients.

The successful candidate will contribute technical civil engineering expertise to planning studies, installation development plans, infrastructure assessments, facility planning efforts, programming documents, and related federal planning and design assignments.

This is not solely a traditional civil site-design position . We are specifically seeking someone who understands how civil infrastructure, utilities, transportation, site constraints, development capacity, and engineering considerations influence long-range installation and facility planning.

Key Responsibilities

Support federal and DoD planning, programming, and infrastructure projects.
Provide civil engineering input for master planning, installation planning, facility planning, and site development studies.
Evaluate existing infrastructure conditions, development constraints, utilities, transportation systems, grading, drainage, stormwater, and site accessibility.
Participate in planning charrettes, stakeholder meetings, site investigations, and client presentations.
Support development of Installation Development Plans (IDPs), Area Development Plans (ADPs), Installation Resilience Plans (IRPs), Transportation Management Plans (TMPs), and other federal planning documents.
Assist with facility programming efforts, including DD Form 1391 documentation, Basic Facility Requirements (BFRs), and supporting technical analyses.
Assess infrastructure requirements associated with proposed facility development and mission changes.
Coordinate with planners, architects, GIS specialists, engineers, cost estimators, and other technical disciplines.
Review planning concepts for engineering feasibility and identify potential infrastructure impacts or constraints.
Assist with preparation of reports, technical memoranda, planning graphics, cost-supporting information, and client deliverables.
Support civil/site design activities when required, including conceptual grading, utilities, drainage, roadway, parking, and site-development considerations.
Participate in quality-control reviews of planning and engineering deliverables.
Support project managers in meeting federal project schedules, budgets, and technical requirements.
Travel to federal and military installations for site visits and planning charrettes as required.

Required Qualifications

Bachelor’s degree in Civil Engineering from an accredited institution.
Professional experience in civil engineering, infrastructure planning, site development, or a related discipline.
Demonstrated experience supporting federal, DoD, military installation, or other government planning/design projects .
Understanding of the relationship between infrastructure systems and installation/facility development.
Ability to evaluate civil engineering conditions at a planning and conceptual-design level.
Experience working as part of multidisciplinary architecture, engineering, planning, or environmental teams.
Strong technical writing, communication, and organizational skills.
Ability to participate effectively in client meetings, planning charrettes, and technical discussions.
Ability to work from TDG’s Alexandria, Virginia office , with one designated hybrid/remote workday per week.
Ability to travel periodically for project site visits and client meetings.

Preferred Qualifications

Candidates with one or more of the following will be especially competitive:

Professional Engineer (PE) license or Engineer-in-Training (EIT) certification.
Experience supporting the U.S. Navy, NAVFAC, U.S. Army, USACE, U.S. Air Force, AFCEC, or other DoD/federal agencies.
Experience with federal installation master planning or facility planning.
Experience developing or supporting ADPs, IDPs, IRPs, TMPs, DD Form 1391s, BFRs, facility requirements, or infrastructure capacity analyses.
Familiarity with DoD planning criteria, UFCs, installation planning standards, and federal design requirements.
Experience participating in military installation planning charrettes.
Experience with GIS-based planning or coordination with GIS teams.
Experience with AutoCAD and/or Civil 3D.
Experience assessing utilities, stormwater, transportation, roadway, grading, and site-development requirements at military or federal installations.
Prior experience with an A/E, planning, or consulting firm serving federal clients.

Work Arrangement

This position is based in Alexandria, Virginia and is intended to be primarily in-office to support collaboration with TDG’s growing National Capital Region team.

Employees will have one hybrid/remote workday per week , with the remainder of their scheduled workdays performed from the Alexandria office.
