State & Federal Compliance Lead - TOSA

Position: State & Federal Compliance Lead Teacher on Special Assignment Reports To: Assistant Superintendent of Teaching and Learning Position Overview The State Programs & Academic Compliance Lead provides essential leadership in aligning the district’s operations with the Ohio Department of Education and Workforce (ODEW) mandates. Serving as a strategic partner to the Teaching and Learning Team by managing the technical complexities of state reporting, mandated professional development, and legislative requirements (including the Third Grade Reading Guarantee and Dyslexia Law), this role empowers building leaders and teachers to remain focused on high-quality instructional delivery. Key Responsibilities Actively participate in state webinars, regional meetings, and ODEW briefings to remain the district’s expert on evolving ODEW requirements, proactively communicating updates to directors, principals, and teachers, and updating processes to ensure seamless transitions. Communicate upcoming changes in state requirements to district leaders, providing lead time for strategic planning and resource allocation. Develop and pilot processes for new state‑mandated initiatives, ensuring that as new requirements arise (e.g., shifts in Math HQIM or subject‑specific acceleration), the district has a clear, ready‑to‑implement process. Act as the central point of contact for the communication and documentation requirements of the Third Grade Reading Guarantee (TGRG) and the Dyslexia Law. Ensure all records are audit‑ready and aligned with state expectations. Collaborate with the EMIS Coordinator to ensure student data related to RIMPs, screenings, and state programs is accurately reflected, bridging the gap between classroom data and state reporting. Coordinate the collection and verification of certificates for state‑mandated training (such as the Science of Reading pathways), maintaining a clear "dashboard" of district progress for leadership. Assist buildings in the coordination and scheduling of universal screening measures and the Kindergarten Readiness Assessment (KRA), ensuring data entry is completed with fidelity. Organize and maintain the essential record‑keeping for Title I implementation, ensuring the district remains in high standing regarding federal and state compliance. Support the development of monitoring and intervention processes as required by the state, providing leadership with the framework to track student growth effectively.
