Job Summary

Under general supervision of the Building Official, performs plan review of permits and conducts on-site inspections of new additions, alterations, remodels, and group-up projects for both commercial and residential construction components to determine compliance with applicable codes, laws, and ordinances.

Essential Functions

The essential functions of this position include:

• Assumes the duties/responsibilities of the Building Official in his/her absence.
• Supervises Senior Building Inspectors.
• Assists with the administration of the Permitting and Inspections software to continuously improve efficiency and customer service.
• Assists with proactive training, coaching, mentorship and quality control of division personnel. Leads by example by pursuing continuous division and personal improvement.
• Provides technical assistance to Code Enforcement personnel regarding rental and lodging registration program for Hotels/Motels, Multi-Family and Single-Family/Duplex inspections.
• Helps to administer sign ordinance regulations by reviewing and issuing sign permits and performing sign inspections. Provides clarification of sign regulations to business owners, architects and sign contractors.
• Performs inspections of commercial and residential construction projects to determine conformance with building, electrical, plumbing, mechanical, and fire laws, codes, ordinances, and regulations; responds to and investigates complaints and reports of unpermitted work.
• Records inspection results; research manufacturer products; verify contractor trade licenses.
• Posts inspection results and data in the department computer system; research building materials and information; provides contractors and other interested parties with inspection results.
• Reads and interprets building codes, ordinances, plans, statutes, lab and engineering reports, blueprints and other similar documents.
• Reviews plans and permits to verify compliance with various codes.
• Prepares a variety of reports, correspondence, memos, and other documents.
• Communicates codes, ordinances, and regulations to residents, the public, contractors, developers, property owners, and other involved parties.
• Performs inspections for the Town's special events to ensure the safety of electrical systems and identify potential hazards.
• May be asked to perform additional job duties that are directly, indirectly or completely unrelated to normal job functions in the course of presenting certain Town special events.
• Performs related duties as required or assigned.

Minimum Qualifications

Education and Experience: Bachelor's degree in Engineering, Architecture, Construction Management or related field; AND Five (5) years of experience in the inspection industry. One (1) year of supervisory experience is preferred; OR An equivalent combination of education, training, and experience. ICC Certified Residential and Commercial Combination Building Inspector, which includes ICC Residential and Commercial Electrical Inspector Certification, is preferred.

Conditions of Employment: Must be a Texas Licensed Plumbing Inspector or must obtain the license within six (6) months of appointment. ICC certification as a Certified Building Official is required within one (1) year of hire. Safe driving record and valid Texas Driver's License. Clear Criminal Background check and pre-employment drug screen.

Knowledge, Skills, and Abilities: Knowledge of safety policies, procedures, and protocols. Knowledge of plumbing, electrical, mechanical, and building codes. Knowledge of applicable local, State, and Federal laws, codes, regulations, and ordinances. Skill in interpreting and explaining construction related codes, standards, regulations, and ordinances and the need for compliance. Skill in reading and interpreting construction related blueprints, schematics, and drawings. Skill in completing mathematical calculations. Skill in enforcing building codes tactfully and professionally. Ability to establish and maintain effective working relationships. Ability to communicate effectively both verbally and in writing.

Supplemental Information

Physical and Work Environment: Work is performed in a standard office environment and in the field at construction sites. Work requires some physical exertion and possible exposure to extreme weather conditions. May be required to climb ladders and lift objects weighing up to 50 pounds. This is an exempt position; incumbent will be expected to work whatever hours are necessary to complete responsibilities.
