GLO - Purchaser VII (Temporary)

Overview Texas General Land Office is seeking a temporary Purchaser VII within the Financial Management Department. The role involves senior‑level purchasing and procurement work, exercising independent judgment and minimal supervision. Responsibilities Process CAPPS requisitions for routine goods and services, solicitations, grants, non‑competitive contracts; execute emergency and proprietary purchases in compliance with laws; manage procurement card requests; coordinate with Statewide Procurement Division; issue purchase orders through Texas SmartBuy and CAPPS. Plan, coordinate, and manage complex procurements for goods and services, preparing detailed specifications for Invitations for Bids (IFBs), Requests for Proposals (RFPs), Requests for Offers (RFOs), and Requests for Qualifications (RFQs); oversee solicitation lifecycle including posting, evaluation, scoring, cost analysis, vendor response review, and award recommendations; ensure compliance with agency policies and SPD requirements. Manage purchase order (PO) balances, maintain accurate documentation, ensure records are properly retained per retention policies. Monitor legal and regulatory requirements, update internal policies, support response to public information requests, provide staff training and guidance on purchasing and procurement policies. Minimum Qualifications Graduation from an accredited four‑year college or university and four (4) years full‑time experience in purchasing and/or contract development; education and experience may substitute for one another. CTPM (Certified Texas Procurement Manager) or CTCD (Certified Texas Contract Developer) certification required. Preferred Qualifications Graduation from an accredited four‑year college or university with major coursework in business, public administration, or related field, and six (6) years full‑time experience in purchasing and/or contract development for a Texas state agency. Skill in managing complex procurements, developing detailed specifications and solicitation documents, ensuring compliance with laws and policies, and effectively using procurement systems. Ability to independently manage procurement processes, exercise sound judgment in complex and time‑sensitive situations, maintain audit‑ready documentation, coordinate with stakeholders, and provide technical guidance on procurement policies. Physical Requirements The position requires primarily sedentary office work with routine mobility to move around the worksite, carry up to 20 pounds, extensive computer use, telephone and client/customer contact, and the ability to maintain attention to detail despite interruptions.
