GIS Analyst

DC GIS AnalystThe DCGIS Program within the Client manages geospatial products and services across DC Government. The GIS analyst position will support the data creation, visualization, and lifecycle maintenance activities of these geospatial products and services.The DC Client Enterprise Data division seeks an on-site GIS Analyst who can leverage geographic information system (GIS) technology to analyze, visualize, and manage spatial data to support decision-making within the DC Government. This role involves managing enterprise level geospatial datasets, producing map products, conducting spatial analyses, and configuring low code/no code web-based maps and applications for various projects across city agencies. The GIS Analyst collaborates with departments to meet data requirements, ensures data quality& accuracy, and utilizes platforms like Esri ArcGIS to create accessible maps, applications, and visualizations. The candidate is expected support the creation and maintain of geospatial datasets, provide spatial analysis, and configure static map production, and web-based geospatial production using Esri ArcGIS Pro and ArcGIS Online suite of products including but not limited to Instant Apps, Dashboards, Experience Builder, Survey123, Story Maps, and Hub. The position requires the candidate to work independently with customers to gather requirements, provide status updates and build relationships· Manage DC GIS Products and Services (Data, Maps, Reports, and No Code/Low Code Applications) throughout Product Lifecycle (Creation, Implementation, Updates, Usage, Quality Management (QA/QC), and Archival) · Update and Maintain Metadata to support Data Standards and the development of Generative AI Assistance. · Create, update and integrate existing or new GIS data layers using a variety of software. · Coordinate with other technicians and analysts in various projects have a geospatial component. · Provide technical expertise in support of District agencies, personnel, and users consumption of GIS products, services and data. · Support Ad-Hoc requests from various DC Agencies to develop Geospatial Products and Supporting Documentation. · Perform other duties as assigned.· Analyzes, designs, develops, implements, and supports enterprise complex projects. · Interfaces with other offices; consults with and inform user departments on system requirements; and resolves problems and operating difficulties for the current and future enhancements to District's system. · Participates in problem resolution related to system design and implementation review. · Recommends approval of functional and technical design documents and implementation of systems, program enhancements and updates of applications. · Analyzes and evaluates system changes to determine feasibility, alternative solutions, and back-up procedures. · Works on the development of new systems, as well as upgrades and enhancements to existing systems; and ensures systems are in compliance with approved standards. · Develops complex programs and reports in database query language.· Extensive understanding and knowledge of Geospatial Science, and GIS principles as they relate to maintenance of Geospatial Data, Products and Service.Required 6 Years · Experience with Esri ArcGIS Pro and ArcGIS Online suite, including Instant Apps, Dashboards, Experience Builder, Survey123, StoryMaps and Hub.Required 6 Years · Experience in producing high quality Geospatial Data, Products and Services.Required 6 Years · Experience with Enterprise level Geospatial Relational Data, and Relational Databases including Database Queries and Relational Database Design.Required 6 Years · Experience creating and maintaining Metadata for Geospatial Data, Products and ServicesRequired 6 Years · Experience with Quality Assurance/Quality Control (QA/QC) of data productsRequired 6 Years · Experience with creating effective and aesthetically pleasing cartographic outputsRequired 6 Years · Ability to achieve results under limited directionRequired 6 Years · Ability to complete project tasks individually or as part of a larger teamRequired 6 Years · Strong interpersonal and communication skillsRequired 6 Years · Skills in Programming and scripting languages such as Python and JavaScriptHighly desired 3 Years · Client-facing experience.Highly desired 3 Years · Interest in learning new tools and technologies.Highly desired 3 Years · Inventive mindset, with a desire to propose new tools and methods for improving business processes.Highly desired 3 Years · Certified GIS Professional (GISP).Nice to have · 16+ yrs. managing complex geodatabases with ESRI GIS software.Required 16 Years · 16+ yrs. manipulating geospatial data (data conversion and geocoding).Required · Bachelor's degree in IT or related field or equivalent experience.Compensation: $54.00 - $60.00 per hour
