Job Description - Transportation Specialist III, IV or V - District Maintenance (Austin District) (2601736) Job Description Transportation Specialist III, IV or V - District Maintenance (Austin District) - ( 2601736 ) Position Information The District Maintenance Section of the Austin District is seeking a motivated and detail-oriented Transportation Specialist III, IV, or V to support the planning, coordination, and delivery of transportation projects and programs that enhance mobility and safety across the region. This position offers the opportunity to work collaboratively with internal teams, local agencies, and stakeholders to analyze transportation needs, develop solutions, and ensure successful project implementation. The ideal candidate will demonstrate strong communication, organizational, and problem-solving skills, with progressively responsible experience in transportation planning, project development, engineering support, or program administration commensurate with the level of hire. ** The Texas Department of Transportation reserves the sole right in determining the level of position based on the applicant's work experience, education, skill level and all other appropriate factors, and based on business needs. For a complete list of our total compensation package please visit our website at: Total Compensation Package To viewbenefitsavailable to all State of Texas employees visit:Benefitsat a Glance | ERS (texas.gov) This position provides technical expertise and coordination for transportation programs involving multiple design and advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight, and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence. The Essential Duties for Transportation Specialist III/IV/V Include: Assists in overseeing and administering contracts for installation and maintenance of traffic systems and traffic data collection devices. Assists in overseeing project assignments and determining work requirements to complete project plans and coordinates scheduling to accommodate projects already underway. Assists in planning, developing, administering and monitoring district maintenance contracts and service agreements. Conducts immediate inspection of damaged bridges, determines necessity of temporary or permanent repairs and notifies maintenance personnel; makes recommendations for the closing of bridges. Coordinates and performs interim and final inspections to identify deficiencies. Coordinates engineering field staff activities and provides technical assistance in resolving construction problems. Develops and prepares consultant work orders and agreements. Prepares and monitors contracts for inspections done by consultants. Performs other job responsibilities as assigned. Additional responsibilities for Transportation Specialist IV Include: Coordinates programs and projects to enhance efficiency and streamline operations. Implements proper traffic control procedures and safety precautions at construction sites to preclude traffic congestion and accidents; identifies utility locations and directs use of proper equipment. Monitors the design and execution of state-funded rehabilitation and preventive maintenance projects. Travels to districts and maintenance offices to perform site visits and monitor maintenance programs. Additional responsibilities for Transportation Specialist V Include: Coordinates data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and plan development. Develops and oversees a maintenance quality control evaluation program for all district roadways. Oversees engineering field staff activities and provides advanced technical assistance in resolving construction problems. Oversees project design involving design calculations and sketches of plans, layouts and typical sections. Oversees the development of short- and long-range maintenance plans and monitors operations to ensure compliance with plans Prioritizes and schedules projects. Researches and evaluates data, interprets and analyzes results, prepares reports and recommends solutions to problems. Minimum Qualifications: Education for Transportation Specialist III, IV or V : Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications Experience for Transportation Specialist III, IV or V : 5 YEARS transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full time or prorated part time equivalent). Licenses and Certifications for Transportation Specialist III, IV or V: Valid driver’s license. This position requires driving a state vehicle. The Competencies for Transportation Specialist III/IV/V Include: Government programs and operations affecting highway and transportation development Program/project planning, development, and management methodologies Preventive maintenance methods and procedures Contract development and management policies and procedures Applicable industry safety standards, guidelines, and specification codes Maintenance contract inspection procedures Using computers, applicable programs, applications, and systems Other Attributes: Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals Additional Competencies for Transportation Specialist IV Include: Construction engineering policies and procedures Pavement design and management processes and procedures Applicable inspection methods, procedures and techniques Materials used in highway/bridge construction and maintenance Performing calculations to include material and labor estimates, expenses, technical survey data and engineering calculations Other Attributes: Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals Additional Competencies for Transportation Specialist V Include: Traffic flow principles and procedures Program/project planning, development, and management methodologies Physical Requirements and Working Conditions for Transportation Specialist III, IV or V INclude: Subject to environmental conditions; protection from weather but not temperature changes Subject to outside environmental conditions; no effective weather protection Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals Subject to air and skin exposure to oils and other cutting fluids Required to wear protective gear-respirator, hard hat, or other device Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs Medium work: Lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs This job has been identified as physically demanding and will require a pre-employment physical.
