USACE Organization : Southwestern Division (SWD) – Galveston District Announcement Type : TARP - Direct-Hire Authority (DHA) Position Type : Permanent Location : Galveston, TX Position Overview The incumbent will serve as a Section Chief and Contracting Officer within the A/E and Construction, Mega Projects, or Supplies and Services Branch. The role includes advisory services in acquisition processes, directing branch functions, and managing personnel. Responsibilities Serves as a Section Chief within A/E and Construction, Mega Projects, or Supplies and Services Branch. Advises primary customers and District office personnel in all phases of the acquisition process. Directs the functions of the assigned Branch Section in the accomplishment of assigned functions. Primarily serves as Contracting Officer with limited signatory authority to execute both pre‑award and post‑award contract actions. Supervises, plans, and directs the assigned Branch Section functions and overall personnel management activities. Qualifications Education : Bachelor’s degree (or higher) from an accredited institution authorized to grant baccalaureate degrees. Exemption is available for current DoD civilian employees in GS‑1102 positions or contracting positions with authority above the simplified acquisition threshold before 30‑Sep‑2000, and for current military members with equivalent occupational specialty. Experience and Certification : At least one year of experience equivalent to GS‑12 grade level in contractual duties, including pre and post award functions, acquisition strategy, contract negotiation, C.O.R. report reviews, surveillance, and supervisory responsibilities. Must possess a foundational Contracting Certification at the time of appointment and be able to obtain and maintain a Class III or IV Contracting Officer warrant (Class III for Supplies and Services; Class IV for Mega Projects and A‑E Construction). Additional Requirements : Citizen of the United States; completion of 25% temporary duty/business travel; required filing of OGE Form 450, Financial Disclosure Report upon entry and annually; critical acquisition position requirements including written tenure agreement, career category level certification within specified time frames, and adherence to ethical reporting requirements. Other Conditions and Requirements Must be able to obtain and maintain a Class III or IV Contracting Officer warrant. Must possess a foundational Contracting Certification at appointment. Incumbent required to file an OGE Form 450, Financial Disclosure Report upon entry and annually thereafter. 25% travel requirement for temporary duty or business travel. Mandatory written tenure agreement for at least three years in federal service in this position. Must obtain the highest Career Category Level of certification in the assigned Career Category/Functional Area within 3 years, Practitioner Career Level Certification within 5 years, Advanced Career Level Certification within 4 years.
