Company: Arvin‑Edison Water Storage District Primary Responsibilities Under the direct supervision of the Chief Executive Officer, the Human Resource Manager assists in the development and administration of Human Resources related programs, policies, and procedures, and performs responsible administrative work in the areas of recruitment and selection, benefits, administration, classification, compensation, labor negotiations, employee relations, and training and development. In coordination with management plans, implements and monitors safety programs, loss prevention, security policies, performs related risk management administrative and analytical duties, and performs other related tasks. Essential Functions Performs professional activities related to recruitment, including selection of job candidates. Confers with managers, supervisors/foreman on related matters. Oversees the background and reference check process, schedules post-offer medical examinations. Participates in employee orientation and onboarding programs. Develops a range of assessment tools, evaluates results and prepares and maintains applicant lists and records. Coordinates medical examinations and the administration of drug and alcohol testing programs and policies. Processes employee terminations including conducting exit interviews for departing employees. Manages and oversees pay and benefit processing and ensures accurate system implementation of pay and benefit changes, for the district’s various programs. Manages, plans, organizes, and coordinates the district’s Worker’s Compensation program(s) with third‑party administrators, monitors claims and reviews case outcomes. Prepares salary and benefit system updates and changes on all related documents. Manages the administration of employee records, conducts classification and organizational studies, salary and benefit surveys, and conducts job audits. Organizes training and development, assisting with implementation, updating and tracking of the district’s safety programs, including compliance with OSHA rules and regulations. Assists with the administration of district‑provided Pension Plan and 457(k) Deferred Compensation program(s). Serves as a liaison between management and employees; handles questions, interprets benefits, administers benefit contracts and helps resolve work‑related issues, and prepares reports for management‑administration. Maintains audit‑ready compliant personnel files. Processes employment requests. Assists with logistics and maintains calendar of required annual events, e.g., training day, year‑end event, required governmental notices, open enrollment period, etc. Knowledge and Abilities Ability to communicate effectively with all levels of office, management, and field employees. Represent professional manner when dealing with outside professionals, applicants, contractors, insurance and benefit representatives, and other vendors. Ability to explain, demonstrate and clarify to others within established policies, procedures and standards, as well as the ability to follow specific instructions and respond to simple and difficult requests from others. Correct English usage, spelling, grammar, and punctuation. Proficient in computer skills, including Microsoft Office Suite (Word, Excel, PowerPoint) of a skill level sufficient to perform the job duties noted. Ability to add, subtract, multiply and divide, calculate percentages, decimals and fractions, type and input data at a speed necessary for adequate job performance, operate standard office equipment, and 10‑key adding machine. Ability to use good judgement and discretion in performing all job functions, remain calm in crisis and emergency situations, use discretion when handling and disseminating sensitive information, and decision making with applicants, employees and customers. Ability to work independently with limited supervision. Physical Demands The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to communicate orally with management, co‑workers, and the public in face‑to‑face, one‑to‑one and group settings, sit and talk and hear for extended periods of time, and utilize telephones, copiers, and/or fax machines, multiple computer keyboards, and mice. The employee frequently is required to stand and walk, and occasionally must drive a District vehicle. The employee is required to use the hands to finger, handle, or feel; reach with hands and arms; climb or balance; and stoop, kneel, and occasionally crouch or crawl. The employee must regularly lift and/or move up to 10 pounds, and frequently lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and depth perception. Education and Experience Qualifications Graduation from high school or G.E.D. certificate; a minimum of five years of technical experience in the Human Resources field; public sector human resources experience preferred. Bachelor’s degree related to Human Resources Management, Organizational Development, Psychology, Public Administration, Business Administration, or closely related field required. Possession of a valid California Class C driver license is required at the time of appointment. Working Conditions Wages: Salaried Position $80,000 – $110,000/year. Hours: Irregular or extended work hours – occasionally required to change working hours or work overtime. Fair Labor Standards Act – classification is exempt. #J-18808-Ljbffr
