Position: Region Highway Response Team Lead Location Knoxville, TN – Department of Transportation Qualifications Bachelor's degree in related field and 5 years of demonstrated competency in related field Associate degree in related field and 7 years of demonstrated competency in related field High school diploma and 9 years of demonstrated competency in related field Professional license or certification may be required Overview The Region Highway Response Team Lead will supervise, lead, mentor, and train the Highway Response Team through empowerment, communication, and delegated authority. The position will develop and implement work plans, oversee vendor performance, coordinate with headquarters, manage schedules, budgets, and improve safety and operational efficiency. Responsibilities Manage resources and staff utilization of external partners, negotiate contracts, review consultant invoicing, develop contract scopes, and complete consultant grading. Oversee regional verification of Rural HELP staff hiring, credentialing, training, and compliance. Supervise TDOT Highway Response staff and monitor performance metrics, reporting to Headquarters. Implement standards for quality control, training, incident response, and roadway clearance times. Participate in RFP development, scoring, and contractor debriefs. Manage change, communicate effectively, and hold accountability. Participate in program teams and committees, support project management and manual development. Lead customer service, effective listening, documentation, and communication. Maintain knowledge of national best practices, recommend improvements, and coordinate fleet management. Track highway response performance using statewide tracking mechanism. Serve as regional point of contact for the Rural HELP contract. Provide oversight of deliverables, ensuring consistency, predictability, and success.
