Position Overview

We are seeking an experienced Expert Project Manager to lead complex technology initiatives supporting transportation operations and Intelligent Transportation Systems.

This position will oversee multiple interconnected Information Technology and Operational Technology projects. The selected candidate will coordinate business, technical, cybersecurity, engineering, and vendor teams while ensuring that projects are completed safely, efficiently, on schedule, and within budget.

The ideal candidate is a strategic leader with extensive experience managing large-scale technology projects, integrating IT and OT environments, resolving complex project challenges, and communicating effectively with executives, technical teams, government stakeholders, and external partners.

Key Responsibilities

• Lead the planning, execution, monitoring, and delivery of complex IT and OT projects.
• Define project scope, objectives, deliverables, schedules, budgets, dependencies, and resource requirements.
• Develop project plans, work breakdown structures, risk-management strategies, and performance measures.
• Manage multiple related projects supporting broader transportation and technology objectives.
• Coordinate cross-functional teams that include business leaders, software developers, IT professionals, OT engineers, cybersecurity specialists, vendors, and subject-matter experts.
• Gather and document functional, technical, operational, security, and regulatory requirements.
• Manage project budgets, schedules, resources, milestones, risks, issues, and change requests.
• Evaluate technology solutions for reliability, scalability, cybersecurity, integration, performance, and cost-effectiveness.
• Oversee the integration of IT systems with transportation technologies such as traffic signals, roadway sensors, control systems, communications platforms, and data-management tools.
• Ensure cybersecurity requirements are incorporated into IT and OT system design and implementation.
• Monitor vendor performance and coordinate third-party technology providers and system integrators.
• Establish quality standards and confirm that project deliverables satisfy performance, security, and operational requirements.
• Prepare executive-level project reports, presentations, risk summaries, and status updates.
• Facilitate stakeholder meetings, technical discussions, decision sessions, and conflict-resolution activities.
• Maintain project plans, meeting minutes, action logs, risk registers, technical records, and decision documentation.
• Confirm that systems are properly tested, documented, secured, and ready for deployment.
• Conduct post-project reviews and apply lessons learned to future initiatives.

Required Qualifications

• At least 84 months of senior-level program or project-management experience.
• At least 84 months of experience planning and executing projects with evolving requirements.
• Bachelor’s degree in Computer Science, Information Technology, Engineering, Project Management, or a related field.
• Current Project Management Professional certification.
• Demonstrated experience providing strategic direction to large, multidisciplinary teams.
• Strong knowledge of project planning, budgeting, scheduling, risk management, change control, quality assurance, and performance reporting.
• Excellent written, verbal, presentation, organizational, and stakeholder-management skills.

Preferred Qualifications

• 84 months of experience managing projects involving IT and OT integration and operations.
• Experience leading cross-functional business, technical, cybersecurity, engineering, and vendor teams.
• 72 months of experience managing transportation operations, traffic-management, or Intelligent Transportation Systems projects.
• 72 months of experience developing stakeholder-engagement plans, resolving conflicts, managing documentation, and providing written and verbal reports.
• 60 months of experience with project-performance measurement and reporting.
• 60 months of experience evaluating and improving project-management processes and methodologies.
• 60 months of experience conducting post-project reviews and lessons-learned sessions.
• 48 months of experience with IT infrastructure, OT systems, and cybersecurity principles.

Preferred Technical Knowledge

Compensation and Benefits

The anticipated pay range is $54.00–$58.00 per hour . Final compensation will be based on experience, education, technical expertise, certifications, geographic location, and overall qualifications.
