Responsibilities

The Capital Funds and Real Estate Development Director is responsible for developing and monitoring all Capital Funds Program (CFP) modernization and real estate development activities in the interest of the Agency. The director assists the CEO in short‑term and long‑term planning for demolition, physical improvements, new and existing modernization, real estate development, and other economic development projects. Duties include maintaining project files, preparing project budgets, ensuring compliance with federal, state, and local guidelines, and residential building code requirements.

The director conducts research to identify funding resources, maintains knowledge of private and public sector financing programs, and collects required data for fund applications. The director administers Homeownership Programs, identifies scope of work, prepares detailed cost estimates, cost evaluations, project options, maintains a cost database, monitors contract‑funding analysis and expenditures against the adopted Agency budget, and prepares the 5‑Year Plan.

Additional responsibilities include monitoring work performed, quality assurance and control, project tracking, notifying contractors in writing of construction deficiencies, and assisting in implementing the agency’s preventive maintenance program.

Qualifications

Education: Bachelor’s degree in engineering, urban studies, building construction, building construction management, or closely related field from an accredited institution.

Experience: Five (5) years of progressively responsible construction management experience or an equivalent combination of training and experience with proven ability to manage major development or capital improvement projects.

Other Requirements: Valid North Carolina driver’s license, criminal record check, and drug screening test.
