Maintenance Manager

Frontera Energy Center is a 525 MW combined cycle power facility located in Mission, Texas, approximately two miles north of the Rio Grande River along the United States–Mexico border. The facility is equipped with two GE 7FA combustion turbines, two unfired Nooter/Eriksen heat recovery steam generators (HRSGs), and an Alstom reheat steam turbine. This combined cycle configuration provides efficient and reliable power generation to support regional energy needs.

Opportunity Summary

The Maintenance Manager will lead maintenance personnel at Frontera Energy Center, ensuring safe and efficient execution of maintenance and repair activities in support of combined cycle plant operations. This role manages preventive and predictive maintenance programs, coordinates projects, and works with contractors to support reliable operation of the plant’s GE 7FA combustion turbines, HRSGs, and steam turbine systems. Responsibilities also include budgeting, workforce development, work management, and continuous improvement initiatives to enhance plant reliability and performance.

Your scope of responsibility as Maintenance Manager will include the following primary functions:

• Provide leadership for the plant maintenance function, ensuring safe, reliable, and efficient operation of combined cycle equipment while managing personnel, maintenance programs, projects, and regulatory compliance.
• Supervise maintenance personnel to ensure repair and maintenance activities are performed safely, efficiently, and in accordance with company procedures and station maintenance standards.
• Support workforce development by assisting with recruitment, hiring, onboarding, and training to maintain a skilled and properly staffed maintenance organization.
• Promote and maintain a strong safety culture by fostering a safe work environment, supporting safety initiatives, maintaining records, and ensuring adherence to the Plant Safety Manual.
• Manage the plant’s preventive, predictive, and corrective maintenance programs to support equipment reliability and timely completion of scheduled work.
• Analyze equipment failures and maintenance trends involving combustion turbines, HRSGs, steam turbine systems, and balance-of-plant equipment to improve reliability and reduce unplanned outages.
• Serve as project manager for maintenance projects by coordinating schedules, resources, and technical activities to ensure work is completed safely, efficiently, and on schedule.
• Develop and manage contracts, scopes of work, budgets, and schedules for internal and external maintenance resources to support effective project execution and cost control.
• Prepare task lists, schedules, and work packages for plant and contractor personnel during normal operations, planned outages, and forced outage events.
• Ensure required parts, tools, materials, and services are available to support maintenance activities and outage execution.
• Review, track, and maintain work orders in the Computerized Maintenance Management System (CMMS) to ensure accuracy, completeness, and proper equipment history documentation.
• Administer and support the plant’s Management of Change (MOC) process to ensure equipment, system, and procedural changes are properly reviewed, documented, and implemented.
• Continuously evaluate maintenance plans, procedures, and schedules to identify opportunities to improve equipment performance, work quality, and plant availability.
• Collaborate with plant departments, operations personnel, and the station’s NERC coordinator to support maintenance planning, regulatory compliance, and accurate documentation.
• Maintain maintenance manuals, vendor documentation, inventory records, and warehouse materials while supporting plant policies, long-range planning, and positive community engagement.
• Complete additional special projects as assigned by the Plant Manager.

Working Relationships

The Maintenance Manager reports to the Plant Manager and supervises subordinate maintenance personnel. The Maintenance Manager coordinates with the Operations Manager, Compliance Manager, Plant Engineer and Plant Administrator as needed in the daily operation of the plant.

Physical Requirements and Working Conditions

Physical requirements include standing for extended periods of time, climbing stairs and ladders, working from elevated platforms and walkways at varying heights, and routinely lifting up to 50 pounds.

Power plant environment that may involve entering confined spaces, crawling through narrow areas, and handling hazardous materials, with exposure to fumes, extreme temperatures, and noise. Work may include high heat near equipment and varying outdoor weather conditions.

Some duties may require the use of protective equipment, which can include hard hats, safety glasses, and eye protection, air masks/respirators, ear protection, chemical suits, flame-resistant clothing (FRC), hot gloves, high-voltage protective gear, and fall protection. Fit testing for respirators may be required. Strict smoking restrictions apply in and around the facility.

Fitness for Duty

All personnel will participate in the Fitness for Duty Program, which includes a post-offer physical examination, drug screening, and post-employment random drug screening.

Work Schedule

The Maintenance Manager works a standard Monday to Friday day shift schedule, ensuring consistent plant operation and support during regular business hours. This position will also occasionally necessitate extended working hours and flexible shifts as needed, including weekends and holidays, in response to schedules, workload demands, and plant conditions. Periodic callouts or “On call” status will also be required.

Some travel may be involved to participate in Manager, Owner, User Group, or other offsite meetings.

Compensation

This position offers an annual base salary ranging from $142,800 to $171,300 and includes eligibility for an annual performance bonus.

Professional Expertise & Qualifications

We are seeking an accomplished leader with extensive experience in the operations and maintenance of power generating facilities, paired with a strong history of career growth and a track record of excellence in achieving results.

• A Bachelor of Science degree in engineering or equivalent is desired, providing a strong foundation for understanding the technical aspects of power plant operations and management. Relevant experience may be considered in lieu of education.
• Extensive leadership experience in combined cycle power plant maintenance and operations, with a strong track record managing complex generating equipment, systems, and maintenance programs.
• Strong technical expertise in combined cycle systems, including GE 7FA combustion turbines, HRSGs, steam turbines, generators, and balance-of-plant equipment, with the ability to diagnose failures and improve reliability and performance.
• Proven experience developing and managing comprehensive maintenance programs that incorporate preventive, predictive, and corrective maintenance strategies, with particular emphasis on combustion turbine and HRSG systems.
• Experience utilizing Computerized Maintenance Management Systems (CMMS) and reliability-centered maintenance methodologies to track asset performance, schedule work activities, and support long-term equipment reliability.
• Demonstrated leadership and team management skills, with the ability to coordinate maintenance personnel, assign work priorities, and maintain a productive and accountable work environment.
• Thorough understanding of safety regulations, procedures, and industry standards, supported by a consistent record of promoting and maintaining a strong safety culture within a power generation environment.
• Strong analytical and problem-solving abilities, with a proven capacity to identify root causes of equipment failures and implement sustainable corrective actions to improve plant availability and reliability.
• Excellent communication and collaboration skills, enabling effective coordination with operations personnel, management, contractors, vendors, and external stakeholders.
• Must possess a valid, unrestricted U.S. driver’s license and ensure it remains in good standing at all times.
