JOB OBJECTIVE
The Executive Director will be a leader with the presence to effectively lead and advance the priorities established by the NCSEA Board of Directors. The position requires effective management experience, fiscal responsibility, and success working with associations, industry partners, stakeholder groups, and policy makers on behalf of those that are the voice of the child support community. Serving as the association's chief executive, the Executive Director partners with the NCSEA Board of Directors to advance the association's mission, execute its strategic plan, and deliver exceptional value to members. This role provides leadership for revenue growth, financial performance, governance, and staff excellence. As a member of the MCI USA team, the Executive Director is equally accountable for the health of the NCSEA account within MCI's full-service management portfolio. $90,000-95,000 annually, based on relevant experience and skills.MAIN RESPONSIBILITIES
Revenue Growth Develops, in partnership with designated NCSEA Board of Directors and sponsorship and resource development staff, an overall resource development plan that will generate both program and operational funding. Oversees the Corporate Partner program, working with the Fundraising and Partnerships Manager, to maintain relationships, create benefits, and sustain growth of the partner program. Networks with current and prospective corporate partners and sponsors at conferences and other industry events to enhance engagement and expand revenue opportunities. Actively solicits new corporate partnerships and sponsorships aligned with NCSEA’s mission and priorities. Collaborates with the Membership and relevant corporate relations/partnership committees to strengthen the value proposition for members and partners, including benefits, programming, and engagement opportunities. Governance, Management and Administration Monitors the day-to-day delivery of the organization's programs and services to maintain or improve quality. Serves as chief staff executive for NCSEA with responsibility of staff management and oversight. Assists the NCSEA Board President and Board of Directors in the development and implementation of the NCSEA Strategic Plan and Annual Business Plan and in the creation of policies, procedures, and updates to the Policy Manual as needed but no less than annually. Supports the NCSEA Board of Directors by working collaboratively with the President, officers, and committee chairs and by routinely providing staff reports and data as needed. Related tasks include providing staff support for the Board of Directors and assigned committees, including scheduling meetings, developing recommended meeting agenda and meeting materials, and developing resource materials. Works with the Board of Directors or at Board direction with other designated individuals or organizations to facilitate NCSEA's link with research to promote program goals. Serves as the liaison with other organizations, including ERICSA (Eastern Regional Interstate Child Support Association), NCSL (National Conference of State Legislatures), NTCSA (National Tribal Child Support Association), NATCSD (National Association of Tribal Child Support Directors), NCCSD (National Council of Child Support Directors), WICSEC (Western Intergovernmental Child Support Engagement Council), the Federal Office of Child Support Enforcement (OCSE), and the American Public Human Services Association (APHSA). Prepare Board of Directors for election process, including communication, processing and database management. Monitors and ensures the content on the NCSEA website is current and best represents the association. Advocacy and Education Leads conference planning for in-person and virtual events, in coordination with the Executive Committee, including third party contracting, onsite coordination, and scripting for executive leadership. Works with NCSEA’s legislative advocate to implement recommendations and actions as directed by the appropriate NCSEA committees and Board of Directors. Coordinates NCSEA’s efforts to impact and inform policy and legislation at the federal, local, and international levels, in conjunction with the President, the Policy and Government Relations Committee, and the Board of Directors as appropriate Fiscal Provides primary oversight of NCSEA’s budget, ensuring alignment with the Strategic Plan and Annual Business Plan, and partnering with the Treasurer and Finance Committee on development, monitoring, and timely adjustments. In coordination with the Treasurer, manages finances, budgets, processes, and procedures; reviews finances for Board of Directors’ reports; and monitors for needed adjustments to NCSEA’s budget or investment portfolio. Oversees the administration of the funds of the organization according to the approved budget, and monitors the cash flow of the organization. Ensures that the Finance Committee and Board of Directors are provided with comprehensive, regular reports on the revenues and expenditures of the organization. Account Management & Partnership Stewardship (MCI) Ensure a strong, productive, and mutually beneficial relationship between NCSEA and MCI USA, maintaining a high level of trust, service, and collaboration. Manage the NCSEA resources in alignment with the contracted scope of services, approved staffing model, service expectations, and financial objectives. Partner with MCI USA leadership to monitor account performance, resource allocation, service delivery, and overall account sustainability, proactively identifying opportunities to strengthen results and partnership value. Identify and elevate potential scope changes, capacity constraints, service-level concerns, or emerging risks, and collaborate with MCI leadership on appropriate solutions. Contribute operational insight and recommendations that support contract stewardship, long-term partnership success, and future planning discussions between NCSEA and MCI USA. Maintain awareness of MCI USA capabilities and, when appropriate, identify opportunities that could enhance member value, organizational effectiveness, or NCSEA strategic objectives. Model the win-win partnership philosophy by balancing advocacy for NCSEA's mission and priorities with responsible stewardship of MCI USA resources and commitments. Provide leadership and oversight of the NCSEA-designated staff team, fostering a high-performing, engaged, and accountable culture aligned with organizational goals, incorporating feedback from NCSEA volunteers. In partnership with MCI's People and Culture team, support talent management efforts including recruitment, onboarding, coaching, performance management, professional development, succession planning, and retention. Establish clear goals, performance expectations, and accountability measures that drive results and continuous improvement. Provide day-to-day leadership, coaching, and oversight of the NCSEA-designated staff team, ensuring clear priorities, effective collaboration, and accountable execution of NCSEA programs and services. Participate in and support a 360-degree feedback process to strengthen leadership effectiveness, team performance, and the partnership between NCSEA and MCI. Minimum 5 years of progressive association management experience. Demonstrated progressive management experience in an association or non-profit organization. Ability to engage participation from all levels, and generate passion for the association’s work, both internally and externally. Association Management Company (AMC) experience is preferred.PROFESSIONAL AND LEADERSHIP COMPETENCIES
Outstanding written, verbal and interpersonal communication skills including engaging public speaking. Exceptional organizational skills, with the ability to manage multiple priorities, deadlines, and complex projects in a fast-paced environment. The position requires occasional evening and weekend work and domestic travel, approximately 3 to 5 trips per year, including NCSEA’s Leadership Symposium and Public Policy Summit.
