Job Title: AIRFIELD OPERATIONS OFFICER

Shift Schedule: Covers a 24-hour rotating schedule that will operationally vary between 8-12-hour shifts which include holidays, nights and weekends. Available to work all shifts to cover operational needs, including overtime during inclement weather, events and airfield emergencies. This position offers shift differential pay included for all hours worked on the overnight shift. ( Approximately 6 - Week Training will begin on the projected start date Monday – Friday, 8:30 AM – 5:00 PM before transitioning into shift schedule)

Starting Rate: $32.1756 - $46.2230 PER HOUR / $66,925.1529 - $96.143.9038 ANNUAL

JOB SUMMARY: The Operations Officer position is responsible for assisting the Operations Manager in the daily compliance with FAR Part 139 regulations. The Operations Officer works to ensure compliance with Federal Aviation Administration regulations pertaining to airport operations. The Operations Officer inspects airport facilities, including runways, taxiways, ramps, perimeter barriers and buildings, obstructions, records discrepancies and works with the Airside Operations Manager to arrange for corrective actions in a timely manner. The Operations Officer prepares, maintains, and verifies records relating to Airside Operations federal compliance and issues appropriate “Notice to Airmen” (NOTAMS) when hazards exist. The Operations Officer will help ensure the Airport Certification Manual, Airport Emergency Plan, and the Wildlife Hazard Management Plan manuals remain in compliance as approved and will assume other duties as directed by the Airside Operations Manager and/or the Vice President and Chief Operations Officer.

ESSENTIAL JOB FUNCTIONS: The following duties are typical for this position. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Ensure compliance with Federal Aviation Administration regulations pertaining to Airside Operations.
2. Ensure the Airport Certification Manual, Airport Emergency Plan, and the Wildlife Hazard Management Plan manuals remain in compliance as approved and will assume other duties as directed by the Airside Operations Manager and/or the Airfield Operations Assistant Manager.
3. Inspects airport facilities, including runways, taxiways, ramps, perimeter barriers and buildings, obstructions, records discrepancies and work with the Airfield Operations Assistant Manager to arrange for corrective actions in a timely manner.
4. Continuously patrols and monitors all aspects of airside operations for compliance with airport rules and regulations pertaining to FAA Part 139 and the FAA approved Airport Certification Manual (ACM) and related volumes.
5. Integrates the policy and procedures of the Wildlife Hazard Management Plan into daily patrol activities and responds to wildlife threats/incidents on the airfield including taking samples, removing carcasses, and filing associated reports and works as the liaison with the USDA representative.
6. Monitors the airfield for wildlife hazards and takes corrective action to harass and deter wildlife habitation by using approved wildlife harassment techniques, tools and pyrotechnics as a part of the approved mitigation program without exceeding permit specifications.
7. Understands how weather conditions affect all levels of airport operations and can disseminate forecasted reports to prepare the airfield, aircraft and business partners for a safe weather event.
8. Maintain availability and willingness to work in a variety of roles needed during inclement weather events or other special events deemed critical in keeping the airfield fully operational until the mission is completed.
9. Provides escort responsibilities for authorized vehicles while in the movement/non-movement areas of the airport and provides driver’s movement/non-movement training for airport personnel, contractors and other authorized personnel, as required.
10. Able to evaluate matters of concern to determine various hazards that may exist at the airport, communicate them effectively to appropriate levels of leadership and safety team and work quickly to help reduce the current threat assessment to an acceptable level of risk.
11. Prepares, maintains, and verifies records relating to Airside Operations’ federal compliance and issues an appropriate (NOTAMS) when hazards exist.
12. Create and cancel NOTAMs using both the FAA NOTAM Manager System as well as the Legacy System to report various conditions and hazards on the aerodrome.
13. Demonstrates the ability to communicate effectively via radio using FAA approved phraseology, phonetic spelling, universal time code and professional etiquette.
14. Works closely with Airport Fire, Airport Police, and other essential groups or personnel to assist, but not interfere with airport emergencies, aircraft diversions and other related high priority events.
15. Maintains equipment, tools, vehicles and workspace with a sense of pride and professionalism.

KNOWLEDGE, SKILLS AND ABILITIES: The following generally describes the knowledge, skills and abilities required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

1. Must have a good knowledge of airport operations as it relates to vehicular operations, runway/taxiway systems/signs and markings, wildlife hazards and control processes, inclement weather operations and communications procedures.
2. Ability to quickly analyze operational situations to determine threat/priority level and determine the best course of action while staying within company policy guidelines and/or regulatory requirements.
3. Ability to utilize computers and other technology items as tools in daily operations. Maintain accurate electronic files, records and programs and must be able to meet time sensitive requirements as assigned or scheduled.
4. Intermediate or advanced computer skills
5. Must be a good communicator in both written and verbal form and use email, text messaging and various radios as a critical form of communication.
6. Must be flexible to learn new skills and tasks to assist others as assigned and demonstrate the ability to maintain effective work relationships with co-workers, leadership team, airport personnel and business partners.
7. Ability to work cooperatively with other members of the department, Norfolk Airport Authority personnel, tenants and members of outside agencies at all levels.
8. Must be able to maintain movement area driver status.

EDUCATION/TRAINING :

1. Highschool diploma or GED.
2. Bachelor’s degree in aviation management or closely related field.

EXPERIENCE:

1. Four years of aviation-related experience.

CERTIFICATIONS:

1. ACE, C.M. NIMs, private pilot license, preferred.

SPECIAL REQUIREMENTS:

1. Possess a valid driver’s license and must meet NAA driving record requirements.
2. Ability to obtain and maintain eligibility to hold a Security Identification Display Area (SIDA) badge as may be required by assigned job duties and responsibilities.
3. Ability to successfully complete a criminal background check and other pre-employment requirements.

EQUIPMENT OPERATION: Types of equipment used include but are not limited to: Propane cylinders/cannons, Pyrotechnics (i.e. “Starter Pistol/revolver) electrical lighting system, general maintenance tools (drills, screwdrivers, etc.). Operate small equipment, generators and lighting equipment used on the airfield. May be required to clear snow using small and large equipment for snow removal. Operate pickup trucks with 4-wheel drive, towing package and snowplow equipment. Ability to pull small trailers (i.e. lighted X and (CFME – Continuous Friction Monitoring Equipment) Unit). Operate computer/tablets using Internet/Intranet access as daily business tools.

WORKING CONDITIONS/HAZARDS: May include adverse environmental conditions including heat, cold, rain, snow. Slippery conditions exist while getting into and out of airport vehicles and other areas of the airport. Close proximity to various wildlife at the airport can create unanticipated hazards to include items such as scratches, bites and stings. Exposure to loud noises. Extensive working hours during heavy weather events. Working within the aircraft operations area to include both movement and non-movement areas.

DRIVING RECORD REQUIREMENTS: All drivers must be at least 21 years of age, licensed for at least 3 years, have the type of license required by their state for the vehicles operated and meet the following driving record standards.

• License is active and NOT suspended.
• Any employee or applicant who has been licensed in their state for less than 3 years must provide a copy of their previous driving record to Human Resources.
• An employee or applicant may have a North Carolina or Virginia driver’s license as long as they reside in that state.
• An “unacceptable" DMV driving record includes the following violations during the most recent 3-year period :

▪ Committing a Felony with a Motor Vehicle

▪ DWI/DUI

▪ Drug Offense

▪ Eluding a Police Officer

▪ Foreign citizens with no historical driving record available to us

▪ Hit Run / Leaving the Scene of an accident

▪ Lending an Operator’s License or Registration to Another

▪ Open Container Violation

▪ Passing a Stopped School Bus

▪ Racing or Speed Contest Violation

▪ Reckless Driving

▪ Speeding 25 mph, or more, above speed limit

▪ Suspended License History – Drivers who have had 3 or more license suspensions as a result of moving violations

▪ Temporary Operator's Permit

▪ Two or more at fault accident convictions

▪ Vehicle Manslaughter/Homicide

▪ Three or more moving violations within the past 12 months
