Job Purpose / Summary Under general supervision of the Accounting Supervisor, the incumbent performs a variety of accounting duties providing technical, analytical, and professional support to the Finance Department and Finance Director. Essential Functions This is a single position class that functions as a division head and is accountable for managing and supervising the day-to‑day operations and activities of procurement for the City. The following duties are not intended to be a comprehensive list of all duties performed by all employees in this classification. They provide a representative summary of the major duties and responsibilities. Incumbent may not be required to perform all duties listed and may be required to perform additional, position‑specific duties. Provides technical assistance and direction to accounting specialist, business licenses, and other accounting areas as needed. Coordinates the monthly close of the City’s books and records. Performs a variety of functions related to investments, bank reconciliations, and cash with fiscal agent accounts. Prepares a variety of journal entries. Performs a variety of calculations and account reconciliations. Assists with a variety of processes including budget preparation and annual audit by preparing various account analysis and spreadsheets. Knowledge Of City, County, State and Federal statutes, rules, regulations, ordinances, codes, administrative policies and other operational guidelines and directives. The City’s and the Department’s policies and procedures. Bookkeeping and/or accounting principles. Knowledge of budget monitoring and reporting techniques. Ability To Read, understand, interpret, and apply relevant City, County, State and Federal statutes, rules, regulations, ordinances, codes, administrative orders, policies and procedures and other operational guidelines and directives. Effectively assess and prioritize a variety of assignments simultaneously. Work within deadlines to complete projects and assignments. Analyze and evaluate data and prepare comprehensive reports. Communicate clearly and concisely. Work independently. Skill To Prepare financial reports. Operate a personal computer utilizing a variety of software applications. Establish and maintain effective working relationships with co‑workers, staff, vendors, contractors, visitors, the general public, and others having business with the City of Banning. Typical Qualifications Minimum Qualifications A Bachelor’s degree in Accounting, Business Administration, or a related field from a regionally accredited college or university. One (1) year of accounting, public finance, or banking experience. Preferred Qualifications Professional work experience in government accounting. Selection Process Panel interview: July 15, 2026 (Tentative) Skill test by invitation only: July 22, 2026 (Tentative) Department interview: July 29, 2026 (Tentative) Working Environment Indoor office environment with moderate noise level and subject to constant interruptions. Working hours outside of a traditional work schedule may be required. Physical Demands This position requires prolonged sitting, standing, walking, reaching, twisting, and turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement, and fine coordination in preparing documents and reports and data using a computer keyboard. Additionally, the position requires near vision in reading correspondence, statistical data and using a computer, and acute hearing is required when providing phone service and communicating in person. This job description does not constitute an employment agreement between the Employer and Employee and is subject to change as the needs of the Employer and requirements of the job change. Benefits Retirement: New employees with recent service with CalPERS pay up to 7% of the employee rate with the 2% @ 60 Plan and 3 Year Average formula. New hires with no CalPERS service as of January 1, 2013, will pay 7% of the employee rate and will be subject to the 2% @ 62 Plan, with 3 Year Average formula and a mandatory contribution of normal costs as established by the new Pension Reform Act Law. The City also participates in Social Security. Agency shop/dues deductions: Employees may choose to join IBEW and pay their service fee in an amount not to exceed the standard initiation fee, periodic dues and general assessments of IBEW. City‑paid benefits: City employees can participate in an employer‑paid CalPERS mid‑tier HMO Healthcare Plan. Participating employees also receive cafeteria benefit money to use for dental, vision, life, and supplemental benefits. Employees who reside within City limits shall receive $150 per month as a discount against the cost of electric and water service during the period of such residency. Disability insurance: Employees pay for a short/long term disability plan with a 7‑day elimination period. Holidays, vacation, sick, bereavement leave: City employees receive thirteen (13) paid holidays, plus one (1) floating holiday per year. After completion of probation period: Ten (10) days annual vacation, additional vacation after five (5) years up to a maximum of twenty (20) days. Twelve (12) days of sick leave per year. Up to five (5) working days of bereavement leave for immediate family members. Computer loan program: Interest‑free loan program for the purchase of a computer available after completion of probationary period. Direct deposit: The City has a mandatory policy for all employees of direct deposit of payroll checks. #J-18808-Ljbffr City of Banning
