Regulatory Compliance Specialist

SUMMARY OF POSITION Under general supervision the Regulatory Compliance Specialist supports water and wastewater regulatory compliance programs. This position is responsible for administering the City’s Pretreatment and Fats, Oils, and Grease (FOG) programs while providing direct support to other regulatory compliance activities; performs field inspections, sampling, and recordkeeping and enforcement activities while assisting in the coordination of regulatory reporting, documentation, and compliance tracking for water and wastewater systems. This role works closely with operations, regulatory staff, and external agencies to support compliance with local, state, and federal requirements and to maintain audit readiness. ESSENTIAL DUTIES AND RESPONSIBILITIES Administers and coordinates the City’s Fats, Oils, and Grease (FOG) programs and enforces related TCEQ regulations, City codes and other applicable local, state, and federal regulations, ordinances, permits, and policies. Conducts field inspections of industrial, commercial, and food service establishments to evaluate compliance with pretreatment, grease trap, oil separation, and waste control requirements and provides verbal warnings and issues violation notifications if necessary. Coordinates and oversees the City’s FOG Program, including grease trap inspections, compliance tracking, education, enforcement, and coordination with affected businesses. Investigates sanitary sewer overflows, blockages, and backups related to FOG discharges. Utilizes pretreatment and grease trap management software to schedule inspections, document findings, track violations, and manage corrective actions. Uses Cityworks to create, manage, and close inspection-related work orders and enforcement activities. Performs inspections of categorical, significant, and non-significant industrial users connected to the City’s wastewater collection system. Collects, preserves, and submits wastewater samples in accordance with established procedures; reviews, analyzes, and interprets laboratory results to assess compliance. Coordinates sampling and monitoring activities with certified laboratories and regulatory partners as required. Prepares, maintains, and manages accurate records of inspections, sampling, enforcement actions, and compliance activities. Assists with the preparation of required monthly, quarterly, and annual pretreatment, FOG, water, and wastewater compliance reports. Serves as a liaison between the City and regulatory agencies, including the North Texas Municipal Water District (NTMWD), to support pretreatment and wastewater compliance activities. Issues enforcement documents, including Notices of Violation, Compliance Orders, Administrative Orders, and Cease-and-Desist Orders, in accordance with established procedures and regulatory requirements. Responds to citizen, business, and internal complaints related to wastewater discharges, grease management, spills, or illegal connections; investigates issues and recommends corrective actions. Provides technical assistance, guidance, and education to industrial and commercial users regarding pretreatment, grease management, regulatory requirements, and best management practices. Participates in regulatory inspections and audits conducted by external agencies and assists with follow-up documentation and corrective actions. Develops education and outreach materials for food service establishments, property owners, and the public related to proper FOG management practices. Maintains current knowledge of applicable pretreatment, FOG, water, and wastewater regulations through training, professional development, and review of regulatory updates. Conducts training sessions, workshops, or one-on-one meetings with facility operators and grease haulers and supports various education, training, and outreach efforts related to regulatory compliance programs. Participates in the North Central Texas Council of Governments Wastewater and Treatment Education Roundtable program. Operates City vehicles, sampling equipment, field testing instruments, computers, and general office equipment necessary to perform assigned duties. Communicates and coordinates effectively with supervisors, internal departments, regulatory agencies, contractors, business owners, and the public to support compliance objectives. Assists other divisions or departments as needed, including supporting emergency response activities related to wastewater or utility operations. Assists the Regulatory Compliance Supervisor with water and wastewater regulatory compliance programs, including documentation, tracking, and reporting requirements. Supports preparation, review, and submittal of regulatory reports such as DMRs, MORs, SSOI reports, Consumer Confidence Reports, and pretreatment reports. Maintains compliance records, databases, and documentation systems to ensure audit readiness and regulatory accuracy. Tracks compliance deadlines, reporting schedules, and permit requirements to support timely submissions. Assists in coordinating and preparing for TCEQ, EPA, and other regulatory inspections and audits. Supports investigation and documentation of regulatory incidents including SSOs, violations, and environmental events. Assists in reviewing sampling data, laboratory results, and operational information to identify trends or potential compliance concerns. Coordinates with Water and Wastewater Operations staff to ensure regulatory requirements are understood and implemented. Provides support for cross-connection/backflow, water quality, and wastewater compliance initiatives as assigned. Assists in maintaining compliance software systems, tracking tools, and reporting platforms. Supports development of standard operating procedures (SOPs), compliance workflows, and documentation practices. Provides administrative and technical support for regulatory correspondence and agency communications. Assists with implementation of corrective actions related to compliance findings or violations. Complies with all City policies, procedures, safety requirements, and assigned work schedules. OTHER JOB FUNCTIONS Performs additional compliance‑related duties as assigned by the Regulatory Compliance Supervisor to support centralized compliance operations. Ability to interpret and apply local ordinances, state regulations, and federal requirement. Ability to review, classify, categorize, prioritize, and/or analyze data. Includes exercising discretion in determining data classification, and in referencing such analysis to established standards for the purpose of recognizing actual or probable interactive effects and relationships. Ability to provide guidance, assistance, and/or interpretation to others regarding the application of procedures and standards to specific situations. Ability to understand grease interceptor design, sizing standards, and maintenance requirements. Ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions. Ability to utilize a wide variety of reference and descriptive data and information. Ability to perform addition, subtraction, multiplication and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs. Ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives. Ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria. Ability to perform semi‑skilled coordinated movements, such as those required to operate motor vehicles. Ability to work in a team environment; contribute as a team member and treat co‑workers, subordinates and customers with respect. Build professional relationships with internal staff and customers. Offer flexibility and adaptability, especially during times of change. Communicate effectively both orally and in writing. MINIMUM QUALIFICATIONS A high school diploma or GED equivalency supplemented by three (3) years previous experience and/or training involving industrial/commercial pretreatment processes, pretreatment inspections, water/wastewater utility operations, and personal computer operations along with experience supporting regulatory compliance programs for water or wastewater utilities. Possess a valid Class C Water license and valid Class II Wastewater Collection Operator license or obtain within 12 months of employment. PREFERRED QUALIFICATIONS Valid Class C Water license Valid Class II Wastewater Collection Operator license CONDITIONS OF EMPLOYMENT Must pass a drug screen and background check. Must have Class C Texas Driver’s License. PHYSICAL DEMANDS Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (50 pounds). Some tasks require the ability to perceive and discriminate sounds, odor, depth, and visual cues or signals. Some tasks require the ability to communicate orally. WORK ENVIRONMENT Some tasks may regularly be performed with exposure to adverse environmental conditions, such as dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease, or pathogenic substances.
