Louisiana LNG is located approximately 11 miles southwest of Lake Charles, Louisiana. The project includes a mid-scale, mixed-refrigerant Liquefied Natural Gas (LNG) production and export facility on the west side of the Calcasieu River. There are five identical process plants. Each process plant consists of one gas pre-treatment unit, one condensate stabilization unit, and four Chart heavy hydrocarbon (HHC) removal and liquefaction groups. The facility will include associated utilities, refrigerant storage, three 235,000m3 full-containment LNG storage tanks, and three marine berths.

In this role, you will participate in subcontract formation and/or administration. Subcontract formation includes leading preparation and review of bid request packages and developing project contracts operating procedures. Subcontract administration includes continual progress review, forecasting, and communication of difficulties. Your work will ensure subcontract compliance with project requirements.#LI-CS1

Subcontract Management

• Implements the Supply Chain Assignment Schedule which records the Project's agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Management
• Gathers and compiles support data for the preparation of documents and the management of subcontracts
• Assists Subcontract Manager or more senior Subcontract Professionals in completion of the various tasks required by the Contract/Subcontract Management Guidebook, Standard Work Process Procedures, and automated subcontract management systems
• Monitors areas of subcontract performance, as assigned
• Conducts investigations and inquiries into specific subcontracts problems, as assigned
• Organizes materials for the preparation of meetings, presentations, and training sessions, and prepares periodic status reports
• Works with Digital Supply Chain and other Automation Tools

Subcontract Formation

• Duties andresponsibilities involve the formation and award of small value, routine-type subcontracts
• Assists with negotiations in commitment of contracts, but directs negotiation in small value contracts
• Develops and issues subcontracts and services agreements as assigned
• Receives bids and evaluates bids commercially
• Prepares Commercial Bid Summary and recommendations
• Recommends and secures approvals in accordance with established procedures
• Prepares subcontract documents for execution
• Prepares and maintains control and status reporting documents
• Prepares and organizes assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the customer and contractor on all contractual matters

• Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience

• Proficiency and experience in the formation and administration of contracts through the various steps of bidder prequalification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of contractors, back-charge procedures, resolution of claims and disputes, and other such related steps.
• Experience formulating and administering complex construction industry (sub)contracts.
• Extensive knowledge and experience in (sub)contract administration required.
• Experience in developing complex contract types, fee arrangements, terms, and conditions.
• Knowledge of law, commercial negotiations, accounting, and cost engineering gained through education or experience.
• Working knowledge of change management procedures pertaining to Requests for Information (RFIs), change notices, change orders, amendments, and claims and dispute resolution If assigned construction or field-based subcontracts, ability to safely navigate the construction site and adhere to site safety rules, including proper use of PPE.
• Skilled in working with and communicating effectively with supervisors of other project functional groups, primarily Engineering, Construction, Project Management, client, and other services.
• Experience in supply chain / procurement automation management tools and databases.
• Previous LNG / Petrochemicals EPC project experience a plus.

Additional Information: Work requires the physical ability to conduct field inspections including but not limited to:extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces.Some lifting may be required.Must have the ability to walk into and out of the project (enter/egress).Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
