Job Title Director, Global Supply Chain Location Arlington - Arlington, VA 22201 US (Primary) Job Type Full-Time Category Finance Director Travel Required 0 - 25% Job Description Position Summary : The Director of Global Supply Chain provides strategic leadership for the CRDF Global's global procurement, sourcing, subcontract management, consultant management, and supply chain operations in support of U.S. Government-funded programs worldwide. This position is responsible for transforming the procurement organization from a transactional, back-office requisition and payment processing function into a proactive, customer-focused service organization that partners with program divisions, business development, finance, contracts, legal, and executive leadership to enable successful program delivery. This transformation is driven by a significant growth in the organization’s traditional procurement and subcontracting activity, an expansion of organizational capabilities into humanitarian and technical assistance procurement and global supply chain management, and anticipated new programs that will require scalable, compliant and responsive global procurement capacity. The Director develops and executes enterprise procurement and supply chain strategies that ensure the timely, compliant, and cost-effective acquisition of goods, services, software, hardware, consultants, subcontractors, and operational support across complex international operating environments. The position establishes the policies, systems, processes, supplier relationships, and organizational capabilities necessary to support rapid mission execution while maintaining compliance with U.S. Government regulations and organizational policies. A successful candidate will also establish strong relationships with senior suppliers, subcontractors, consultants, customers, and external stakeholders, while maintaining professional relationships that strengthen the Organization's ability to deliver complex international programs. Major Responsibilities: Developing and executing enterprise procurement and supply chain strategies for the timely, compliant, and cost-effective acquisition of services, consultants, subcontractors, materials, hardware, software, equipment, and other operational requirements supporting U.S. Government-funded missions worldwide. Partnering with capture, program, finance, contracts, legal, human resources, and information technology teams to forecast procurement needs, develop sourcing strategies, assess supply chain risks, and improve program readiness and performance. Establishing strategic sourcing and category management practices that leverage organizational purchasing power, improve competition, reduce costs, standardize requirements, and secure favorable pricing, discounts, payment terms, service levels, and contractual protections. Developing and managing strategic relationships with global vendors, subcontractors, consultants, technology providers, and other suppliers while monitoring performance, resolving issues, and strengthening long‑term partnerships. Developing and maintaining a centralized global database of qualified consultants and subject matter experts available to support law enforcement, digital resilience, national security, global health, and other U.S. Government-funded missions. Establishing policies, procedures, systems, tools, service‑level expectations, performance metrics, and management dashboards that improve procurement planning, cycle times, cost savings, supplier performance, compliance, and internal customer satisfaction. Ensuring procurement and subcontracting activities comply with applicable U.S. Government regulations, including FAR, DFARS, 2 CFR 200, agency‑specific requirements, export controls, sanctions, ethical standards, and organizational policies; ensuring procurement records are complete, defensible and audit‑ready. Leading procurement function governance through maintaining relevant policies, controls, procedures and tools. Recruiting, organizing, leading, and developing a high‑performing global team capable of delivering responsive, consistent, and compliant supply chain services across diverse and complex international operating environments. Serving as the business partner for affiliated experts and key subcontractors by establishing standardized processes for sourcing, onboarding, performance management, contract administration, and relationship management for global technical experts supporting law enforcement, digital resilience, national security, and global health programs. Collaborating with Accounting, Contracts, Legal, Information Technology, Human Resources, and Program Management to ensure procurement strategies align with organizational priorities and customer requirements. Leading supplier risk management and business continuity planning activities to reduce supply chain disruptions and ensure continuity of operations in fragile, conflict‑affected, and high‑risk environments. Fostering a culture of continuous improvement, collaboration, innovation, accountability, and customer service that positions the Global Supply Chain function as a trusted partner across the organization.
QUALIFICATIONS:
10+ years of progressively responsible experience leading global procurement, supply chain, strategic sourcing, subcontract management, or related operational functions supporting U.S. Government-funded programs Bachelor's degree in Supply Chain Management, Business Administration or a related discipline. Strong knowledge of U.S. Government procurement regulations including FAR, DFARS, 2 CFR 200, and agency‑specific procurement requirements. Experience supporting Department of State, Department of War, or other Federal Government programs is strongly preferred. Demonstrated experience successfully transforming a procurement organization from a transactional purchasing function into a strategic business partner supporting enterprise operations and business growth. Demonstrated experience establishing or significantly expanding a global procurement or supply chain organization, including organizational design, workforce planning, process development, technology implementation, and performance management; experience using technology to automate the procurement process a plus. Proven experience developing procurement strategies that support international operations across multiple geographic regions, including developing markets and complex operating environments. Demonstrated success negotiating enterprise supplier agreements, master service agreements, strategic partnerships, and commercial terms that result in measurable cost savings and operational improvements. Experience developing and managing consultant networks and talent pools supporting short‑term technical assistance programs, surge staffing, and international project implementation. Demonstrated ability to build, lead, mentor, and develop geographically dispersed, high‑performing procurement and supply chain teams. Excellent written and verbal communication skills with demonstrated success working across diverse cultures, international partners, and multidisciplinary teams. Salary & Benefits: The pay range for this position is $150,000 to $180,000. The determination of salaries in this job classification depends on a number of factors, including but not limited to relevant candidate experience, job-related knowledge, qualifications and skills.
