EDUCATION/CERTIFICATIONS MANDATORY

• Master's degree in a relevant field such as a Master of Business Administration (MBA), Master of Public Policy (MPP), or a master's in Emergency Operations Planning, Operational Readiness, Communications, or other similar education substitute.
• PMP certification is PREFERRED, not mandatory (SOW 3.2.1).

EDUCATION/CERTIFICATIONS NICE TO HAVE

• PMP or PgMP; Agile/SAFe or Scrum certification; ITIL Foundation; ServiceNow certification (System Administrator or IT Service Management); FEMA Incident Command System (ICS) 100/200/700/800 for special events support; DHS/CISA records management and Section 508 training.

WORK EXPERIENCE MANDATORY

• 1. Minimum of seven (7) years in supervisory experience.
  2. Minimum of five (5) years of demonstrated experience supporting requirements in Operations and Planning of the same size and scope.
  3. Strong interpersonal, critical thinking, communication, and writing skills.
  4. Experience working with collaboration tools such as SharePoint, MS Forms, and MS Dynamics.
  5. Proven strong verbal and writing capability.
  6. Able to provide advice and support in contract performance and management.
• CRITICAL: The Project Management Specialist (SME) shall be identified as the Task Lead (TL) and shall perform the duties of the Project Manager in the absence of the Project Manager (SOW 3.0). Screen for genuine PM-backfill capability.

WORK EXPERIENCE NICE TO HAVE

• CISA Regional operations, security assessment services, or Entity Notification program experience; ServiceNow workflow and dashboard requirements gathering and user documentation; development of Field Operating Instructions (FOIs), SOPs, and Concepts of Operations; DHS Special Events Working Group (SEWG), NSSE, or SEAR event planning; cyber exercise planning, coordination, development, and execution (an explicit Prior Experience evaluation element); requirements elicitation across a distributed regional enterprise; MS Teams, SharePoint, MS Forms, MS Dynamics, MS Project, Power BI/Tableau; active or recent DHS Public Trust / EOD.

ROLES AND RESPONSIBILITIES

• Serve as the Task Lead (TL) and perform the duties of the Project Manager in the absence of the Project Manager (3.0).
• Gather CISA security assessment requirements to inform prioritization of CISA's security assessment services to the Regions; provide leadership and the Regions with awareness of new CISA security assessment services and pilots that are impactful, timely, and in high demand by Division programs; and leverage assessment data to produce leadership reports, briefings, and other decision-support products (2.2.1).
• Review and coordinate feedback as needed for the Entity Notifications Dashboard and identify potential requirements to coordinate with the Office of the Chief Information Officer and equity partners, including automating intake and refresh of ServiceNow scheduled reports and exploring connection to ServiceNow (2.2.2).
• Support CISA's Entity Notification program and associated ServiceNow capabilities by engaging CISA Divisions and Regions to solicit and consolidate user feedback and operational requirements; coordinate with the OCIO on implementation of approved changes to the Entity Notification dashboard and workflows; and update related user documentation and training materials (2.2.3).
• Support the development and maintenance of Field Operating Instructions (FOIs), working across CISA Divisions, to support CISA Regions in engaging stakeholders, driving adoption of mitigating actions, and enrolling organizations in CISA's services (2.2.4).
• Support the Service Delivery Model for CISA assessments, services, and related offerings by coordinating across CISA Divisions, IOD, and CISA Regions to ensure offerings and other CISA capabilities are effectively planned, communicated, and delivered through the Regions (2.2.5).
• Provide planning and coordination support for CISA's incident management and participation in the DHS Special Events Working Group (SEWG) and other planned events such as NSSE, SEAR, and major exercises, by coordinating requirements across CISA Divisions and Regions and developing planning, leadership briefing, and staff training materials to enable regional execution (2.2.6).
• Deliver the FY27 Q1 Entity Notification / Admin Subpoena RFI Process requirements documentation and SOP for actioning requests (quarterly).
• Deliver FY27 Q2-Q3 Entity Notification Support ServiceNow requirements collection process or method, implementation plan, and user documentation updates (quarterly).
• Deliver FY27 Q3 IOD Interim Stakeholder Survey Support - automation and reporting dashboard, coordinated with CISA OCIO (quarterly).
• Deliver FY27 Q1 Cyber Protective Visit Support (quarterly).
• Deliver the FOI Process and Governance Guide documenting the standard process for developing, approving, and implementing Field Operating Instructions (as necessary).
• Deliver the Special Events Support CONOP defining CISA's approach to supporting DHS SEWG and other planned events, including roles and responsibilities, coordination steps, and standard planning and leadership briefing products.
• Provide administrative mission support and technical assistance to the IOD Front Office, including internal guidance and coordination on administrative functions, management controls, metrics development, standard operating procedures, and general administrative compliance (2.3.1).
• Conduct research, perform analyses, prepare reports, and action requests for information; prepare correspondence and draft briefing materials for leadership meetings (2.0).
• Monitor assigned MS Teams channels, SharePoint sites, and Outlook mailboxes; monitor, respond to, route, and track all correspondence (2.0).
• Communicate and coordinate with CISA Divisions, CISA Mission Enabling Offices, Federal, State, and local officials, infrastructure owners and operators, and interagency stakeholders (2.0).
• Track project deliverables and work assignments, including plans of action and milestones (2.0).
• Support the Project Manager in preparing the monthly QASP, Progress Report, MSR, and PMR products.
