Position Overview

This position is accountable for managing and directing the computer drafting, design, and preparation of all departmental bridge and structure plans; initiating, developing, and disseminating all policies, design procedures, and structural theories used in selecting; proportioning and detailing members and components used in any bridge or structure type used on the highway system; developing specifications and special provisions for all materials and procedures related to their use and application in bridges and structures; preparing bridge and structure estimates of cost and time estimates; evaluating and utilizing new structure types, products, techniques and materials; and resolving bridge and structure construction problems.

Essential Functions

• Directs the preparation and development of all departmental prepared bridge and structure plans.
• Directs the review and approval of consultants and local agency prepared bridge and structure plans.
• Directs the preparation and development of the bridge and structure standards, specifications, and cost and time estimates.
• Determines the applicability of new bridge and structure standards, materials, and designs.
• Develops and trains personnel in bridge science and technology.
• Approves complex bridge and structure plans.
• Assigns, motivates, develops, and evaluates subordinate personnel.
• Provides guidance and directs the resolution of complex structural problems.
• Manages consultants directed to perform any of the above accountabilities.
• Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
• Performs other duties as assigned.

Minimum Qualifications

• Current registration as a Licensed Professional Engineer in the state of Illinois OR current registration as a Licensed Structural Engineer in the state of Illinois.
• Seven years of experience in civil engineering.

Preferred Qualifications

• Supervisory experience of engineering activities.
• Experience in structural design and plan development utilizing Illinois Department of Transportation (IDOT) details.
• Experience with structural construction submittals and specifications.
• Experience with policy development.
• Experience with shop drawings and steel fabrications.
• Effective oral and written communication skills.

Conditions of Employment

• Valid driver's license.
• Occasional statewide and out-of-state travel with overnight stays.
• Successful completion of a background screening.

The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
