EDUCATION/CERTIFICATIONS MANDATORY

• BA/BS in a relevant field - business administration, public policy, or communications, or similar comparable education.
• PMP certification PREFERRED (SOW 3.2.1).

EDUCATION/CERTIFICATIONS NICE TO HAVE

• PMP; NGMA Certified Grants Management Specialist (CGMS) or FEMA grants management training; Certified Information Systems Security Professional (CISSP) or Security+ for cyber fluency; FEMA ICS 100/200/700/800; DHS/CISA records management and Section 508 training.

WORK EXPERIENCE MANDATORY

• Minimum of ten (10) years of experience in Operations and Planning; security and resilience analysis; and working with critical infrastructure owners and operators.
  NOTE: The SOW text reads 'Minimum of five (5) years' immediately followed by the numeral '(10)'. Treat TEN YEARS as the governing requirement for recruiting and note the ambiguity; recommend submitting a clarification question to the CO.
• Experience working with collaboration tools such as SharePoint, MS Forms, and MS Dynamics.
• Strong interpersonal, critical thinking, communication, and writing skills.
• Proven strong verbal and writing capability.
• Able to provide advice and support in contract performance and management.

WORK EXPERIENCE NICE TO HAVE

• Direct SLCGP or TCGP experience, or FEMA grant program administration, monitoring, or close-out; drafting or interpreting Notices of Funding Opportunity; State/Territory/Tribal cybersecurity plan review; programmatic monitoring engagements and grant close-out; developing and delivering training curricula (Grant Training 101) to a geographically distributed field workforce; return on investment and program metrics methodology; Cybersecurity Advisor / Cybersecurity State Coordinator Concept of Operations familiarity; CISA Regional operations; SharePoint site and dashboard content management; active or recent DHS Public Trust / EOD.

ROLES AND RESPONSIBILITIES

• Serve as Task Lead for Task 2.1, Support to the State and Local Cybersecurity Grant Program and the Tribal Cybersecurity Grant Program (2.1, Deliverable 7).
• Implement a methodology to collect best practices, lessons learned, and requirements to support continuous improvement in IOD's support to the grant program and to inform future grant Notices of Funding Opportunity (NOFOs) as well as CISA's cyber-focused services (2.1.1).
• Provide as-needed SLCGP related documents as identified to support the Cyber Grant Program, including the SLCGP and the Tribal Cybersecurity Grant Program (2.1.2).
• Facilitate grant program knowledge across the Regions to support program delivery and to expand cyber competency across security advisor, analyst, and outreach positions (2.1.3).
• Continue facilitating Grant Training 101 for identified Regional staff with roles and responsibilities to support current program execution, and ensure Cybersecurity Advisors and Regional employees have appropriate Grant Training by the end of the period of performance (2.1.4).
• Establish mechanisms to capture return on investment within programmatic monitoring efforts, including collecting lessons learned, best practices, State/Territory project metric data, and requirements to mature the SLCGP and the TCGP (2.1.5).
• Manage technical assistance delivery efforts to support Cybersecurity Advisors, Cybersecurity State Coordinators, and others in accordance with the NOFOs (2.1.6).
• Support IOD SLCGP/TCGP analysis and preparation for annual programmatic monitoring engagements and grant close-out functions (2.1.8).
• Maintain and update the SLCGP Program Monitoring Checklist (as necessary) and the TCGP Program Monitoring Checklist (quarterly), and produce grant close-out support documents as needed.
• Assist IOD SLCGP/TCGP coordination and integration across the CISA IOD Regions, CISA HQ Divisions and Mission Enabling Offices, and FEMA (1.4).
• Build on Regional capacity building and support CISA's Service Delivery Model and the execution of IOD's priorities (1.4).
• Conduct research, perform analyses, prepare reports, and action requests for information; prepare correspondence and draft briefing materials for leadership meetings, receiving visitors, and arranging conference calls (2.0).
• Perform technical editing, to include Section 508 compliance and in accordance with the CISA Style Guide (2.0).
• Monitor assigned MS Teams channels, SharePoint sites, and Outlook mailboxes; monitor, respond to, route, and track all correspondence (2.0).
• Communicate and coordinate with CISA Divisions, CISA Mission Enabling Offices, Federal, State, and local officials, infrastructure owners and operators, and interagency stakeholders (2.0).
• Draft surveys with MS365 automation capability, coordinating with CISA OCIO (2.0).
• Track project deliverables and work assignments, including plans of action and milestones (2.0).
• Support Task 2.2 security assessment requirements gathering and Task 2.3 administrative mission support to the IOD Front Office as assigned.
