Senior Consultant--Human Services Subject Matter Expert [Remote]

The Senior Consultant will serve as a human services subject matter expert supporting state Health and Human Services (HHS) agencies on complex transformation and consulting engagements.
This role combines deep knowledge of human services programs with project leadership, business operations, process improvement, and client advisory responsibilities.
You will lead human services business operations for a major Guam engagement while also contributing specialized expertise to projects supporting other state government clients.
Your work will help agencies implement federal regulations and waivers, strengthen business processes, address corrective actions, and improve service delivery.
You will collaborate with project managers, business analysts, technical teams, and senior client stakeholders to translate complex requirements into practical solutions and high-quality deliverables.
The position also offers opportunities to mentor consultants, facilitate client discussions, contribute to business development, and strengthen organizational capabilities.

Accountabilities

• Serve as a human services program subject matter expert on consulting engagements supporting state Health and Human Services agencies.
• Apply knowledge of human services programs, services, policies, and applicable federal regulations to help clients address operational and programmatic challenges.
• Lead the human services business operations team supporting the Guam engagement, coordinating activities and ensuring client commitments are delivered effectively.
• Lead and support project delivery within established timelines and budgets, including assigning and managing staff and overseeing the development of high-quality project deliverables.
• Support the implementation of new federal regulations and waivers, translating requirements into actionable business processes, procedures, and implementation activities.
• Lead the development of project artifacts and documentation while monitoring corrective action plans and identifying opportunities for continuous quality improvement.
• Identify requirements for staff aids, training materials, standard operating procedures, and other resources that improve operational consistency and program effectiveness.
• Support the implementation of new technology by contributing human services expertise and ensuring business and operational needs are appropriately represented.
• Monitor and communicate project status, risks, issues, and progress through clear written and verbal reporting tailored to audiences ranging from project teams to executive leadership.
• Facilitate meetings, interviews, workshops, and discussions with client stakeholders in a confident, professional, and collaborative manner.
• Build trusted client relationships by understanding stakeholder priorities, providing practical recommendations, and maintaining a strong focus on customer service.
• Inspire and motivate project teams while creating an environment focused on collaboration, accountability, quality, and successful outcomes.
• Coach and mentor junior team members and contribute to staff development, training, knowledge sharing, and learning initiatives.
• Contribute to continuous improvement of consulting practices and help foster a positive, innovative, and collaborative Human Services team culture.
• Support business development activities, including proposal development, when opportunities arise.

Requirements

• Hold a bachelor's degree in Human Services, Public Health, Social Services, or a related field, or possess equivalent professional experience.
• Bring at least 8 years of experience working with and/or for state government agencies responsible for human services programs.
• Demonstrate strong knowledge of state government human services programs, services, policies, and operating environments.
• Have experience with programs such as the Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), Child Support, Child Care, or comparable human services programs.
• Demonstrate experience leading project teams and delivering client-facing work within established timelines and budgets.
• Possess strong project management, organizational, and self-management skills, with the ability to remain calm, focused, and effective during demanding or challenging periods.
• Have excellent written communication skills and the ability to document complex issues clearly, succinctly, and logically.
• Demonstrate strong verbal communication and presentation skills, including the ability to explain complex topics to diverse audiences and senior stakeholders.
• Bring a strong customer-service orientation and the ability to establish and maintain positive relationships with clients, colleagues, and diverse constituencies.
• Be able to balance detailed execution with a broader strategic perspective and understand how individual activities contribute to overall project objectives.
• Demonstrate the ability to manage multiple assignments simultaneously while consistently delivering accurate, high-quality results on time.
• Be comfortable working independently while also collaborating effectively within multidisciplinary project teams.
• Have experience coaching, mentoring, and developing junior professionals and a genuine interest in supporting team growth.
• Be proficient in Microsoft Office applications, including Microsoft PowerPoint, Project, Visio, and Excel.
• Be willing and able to work Guam hours, supporting the client from 8:00 a.m. to 12:00 p.m. Tuesday through Friday Chamorro Standard Time (ChST) .
• Be prepared to travel up to 50% , depending on client and project requirements, including potentially long-distance travel across multiple time zones.
• Experience with public health programs and policies, business development, proposal writing, technology implementation, or staff development is a plus.
