Emergency Communication Specialist III- LATERAL HIRING
ADAMS COUNTY COMMUNICATIONS CENTER AUTHORITY
SUMMARY OF POSITION The ECS III position is a highly professional role responsible for mitigating incoming emergency and non-emergency calls via an IP based telephone system, extracting call information for prioritization, and initiating entry to the Computer Aided Dispatch (CAD) system. The position also searches for warrants, vehicle registration, and driver’s information as requested. It requires handling highly sensitive and confidential information in a 24‑hour, 7‑day work environment, with shifts that vary in hours, weekends, and holidays. Hours are determined by a shift bidding process. Must have two years of Police/Fire Dispatch experience within the last five (5) years. ESSENTIAL DUTIES AND RESPONSIBILITIES Receive calls for service, provide instruction to callers when needed, and enter calls into the CAD system for appropriate dispatch to the proper response agency or agencies, including: Police Fire EMS Animal Control Code Enforcement Other City/County Departments Monitor and respond to several radio channels simultaneously, performing tasks such as: Answering incoming radio calls from field units. Updating, maintaining, and documenting field activity in the CAD system. Assisting field units in locating addresses and streets. Providing additional call information as it becomes available and as requested by field units. Relaying pertinent information to other law‑enforcement agencies and ambulance companies via radio, phone, or teletype. Providing vital responder safety information from the CAD system to departmental employees. Providing necessary information to maintenance crews, signal crews, tow companies, utility companies, and other non‑public safety agencies. Make inquiries, entries, cancellations, and modifications in the CCIC and NCIC systems, ensuring 100% accuracy and monitoring terminals for confirmations and paperwork. Provide pre‑arrival medical instruction using PowerPhone protocols, including obtaining EMD certification, completing required education, and maintaining certifications. Demonstrate knowledge of Adcom911’s rules, policies, and procedures from the Personnel Manual and standard operating guidelines. Promote a positive, professional image of Adcom911 by providing excellent customer service, participating in public‑education events, and maintaining a professional demeanor at all times. Maintain training and educational requirements by completing job‑related training and continuing education as assigned. QUALIFICATIONS Valid unrestricted Passport or Colorado Identification Card. CPR Certification. Emergency Medical Dispatcher (EMD) certification through PowerPhone. KNOWLEDGE Computer terminal procedures for CCIC and NCIC. Basic computer software applications and hardware components. Police and Fire Department organization, operations, and personnel, including city government structure and council members during disasters and high‑profile events. Geographic knowledge of all law enforcement and fire agencies, businesses, and jurisdictional changes. SKILLS AND ABILITIES Type accurately at a speed necessary for job performance. Multitask consistently. Proficient with personal computers and Windows‑based applications. Use headset for phones/radio and accurately hear in a high‑traffic environment. Use clear speech and communicate effectively under pressure. Recognize strengths and weaknesses to target personal development. Show initiative in performing job tasks. Exhibit problem‑solving skills for sound judgment and quality decisions. Achieve goals and work independently. Communicate effectively in verbal, written, and radio formats. Demonstrate accountability and ownership of work performance. Ensure accuracy and quality of work, correcting mistakes and improving output. Mitigate high volumes of calls and radio traffic. Follow written and oral instructions, communicating concisely in normal, stressful, or emergency situations. Maintain control over evolving situations and make rapid, effective decisions. Deal tactfully with the public, including abusive or argumentative callers. Remain calm and controlled under stressful situations. Function well in a high‑pace, stressful environment. Apply emotional intelligence and interpersonal skills with diverse populations. Interview people efficiently in a state of crisis via telephone or Teletype Device for the Deaf (TDD). EDUCATION AND EXPERIENCE High School Diploma or GED equivalent. Two (2) years of 911 Telecommunicator experience in Police/Fire dispatching. CONDITIONS OF EMPLOYMENT Must be able to work in the United States with proper documentation. Minimum 18 years of age or older. Must pass a pre‑employment criminal background check. Must submit to post‑offer, pre‑employment physical examination and medical history check, if required. WORKING CONDITIONS AND PHYSICAL EFFORT Work various shifts, including nights, weekends, and holidays, in a 24/7 environment with potential shifts exceeding ten (10) hours, not to exceed twelve (12) hours. On‑call status may be required. Mandatory overtime may be required. Constant sitting, occasional walking through multi‑level facilities, frequent standing for extended periods. Frequent squatting, reaching, twisting, bending, kneeling, climbing, balancing, and reaching below shoulders. Light grasp and fine manipulation for daily duties; occasional firm grasp for equipment use. Use of computer keyboard and mouse for repetitive hand movements. Frequent lifting, carrying, pushing/pulling up to 25 pounds. Uses eye/hand/foot coordination for tasks. Adjust vision for objects at 20 feet or more, 20 inches or less, and distinguish colors.
