PROGRAM ANALYST

Responsibilities A GS-0343-10, PROGRAM ANALYST: Plans, organizes, and manages the day-to-day activities of the civil engineer unit with regards to the PRIME BEEF, and Emergency Management programs for critical essential mission requirements. Manages deployment/contingency planning for mission accomplishments. Serves as the subject matter expert and consultant to the unit commander on all matters pertaining to the availability and management of CE administration and services, and PRIME BEEF, mobility and Emergency Management programs impacting the unit and the wing. Develops goals and objectives and reviews and revises policies, procedures, mission objectives, and implements quality improvements. Plans work to be accomplished, set and adjusts priorities to meet organization and customer needs. Provides direction and advice regarding operating policies, procedures, and guidelines. Evaluates requirements and balances organizational needs with overall mission requirements and available resources. Reviews available resources (i.e. personnel, equipment) and maximizes their use in support of the CES. Provides guidance on a range of operating and administrative issues. Identifies deficiencies and develops/implements plans for increasing mission readiness. Ensures the civil engineering unit meets requirements for wartime capability and/or AEF requirements. Identifies need for change in priorities and implements changes. Makes decisions on work issues and initiates necessary actions. Takes action to address and/or resolve daily operating problems/issues. Evaluates the effectiveness of PRIME BEEF, mobility and readiness programs for the unit. Provides advice and technical guidance in all areas related to PRIME BEEF, Mobility, Readiness and Emergency Management. Reviews/approves and maintains a current file of PRIME BEEF and mobility plans. Prepares the unit for rapid deployment in support of plans for mobility, contingency, wartime operations, operations security, emergency response, support plans and programs, and exercises which provide training for unit members. Provides required support for all aspects of the Fire Protection Program to include O&M and RPA funding, equipment acquisition, equipment maintenance, protective clothing/devices, training aides, and PRIME BEEF and Mobility requirements. Conducts initial and recurring training programs for EM functional areas. Develops, implements, and conducts wing EM and CBRN related training for first and emergency responders, specialized teams, and wing personnel. Analyzes the readiness capability of the unit through evaluation of training, equipment status, manning, and unit supervision. Reviews status of equipment and personnel assets for Status of Resource Training System (SORTS) and other readiness reporting. Procures, stores, and maintains mobility equipment and home station training equipment as required by specific Equipment and Supply Listing (ESL), and Allowance Source Codes (ASC). Manages unit deployable and home station equipment and supply program to include requisitions, inventories, turn-in and repair and maintenance of mobility equipment, tool kits, mobility bags, ammunition and home station training equipment. Directs and implements weapons, scheduled maintenance and serviceability checks of mobility equipment and Precision Measurement Equipment Laboratory (PMEL) items IAW directives. Monitors host base supply documents to assure due-in equipment arrives in minimal time and that equipment complies with standards and descriptions of originally ordered items. Performs work for the planning and management of the administrative budget and related financial documents. Develops projected financial requirements based on previous funding records, surveys of supervisors or program managers and knowledge of internal operational requirements(i.e., mandatory NG Technician or military training; equipment upgrades or maintenance needs, etc). Compiles and submits financial data used in a variety of financial analyses reports. Routinely coordinates with Wing comptroller and financial management staff personnel on matters pertaining to resource management within the CE function. Establishes and develops training programs and classes for PRIME BEEF, OJT and wartime task training. Analyzes and schedules required training to insure unit fulfills requirements in accordance with directives. Evaluates training needs and coordinates with host base civil engineer office to determine projects available for accomplishment during Unit Training Assembly and annual tours. Directs and coordinates acquisition of supplies and materials to accomplish work projects. Determines availability of work skills, establishes priorities, prepares work schedules, and maintains records of work accomplished. Develops unit mobility and deployment plans to meet worldwide contingencies. Other duties as assigned. Requirements Conditions of Employment MILITARY REQUIREMENTS: Military Grades: AB (E1) - E6 (TSgt) Desired Military Assignments: 3E9X1 - Applicants need not be assigned to the position or possess the AFSC to apply or be considered for selection. Selected applicant must be assigned to a compatible Military position and attain AFSC within 1 year of appointment action. - Participation in direct deposit is mandatory. - Males born after 31 December 1959 must be registered for Selective Service. - Must maintain membership in the WA Air National Guard for continued employment. - Must be able to obtain and maintain the appropriate security clearance of the position. - This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. - Position requires ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. - May occasionally be required to work other than normal duty hours; overtime may be required. - The duties and responsibilities of your job may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission. Qualifications GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 30 months of experience analyzing and interpreting policies and the procedures of higher headquarters/management as to applicability to current policies. Experience presenting and discussing complex matters in a clear and convincing manner. Experience in communicating with people from various backgrounds and circumstances. -OR- 1-year specialized experience, education, or training equivalent to at least the next lower grade level.*If you are qualifying under the 1-year specialized experience, education, or training equivalent to at least the next lower grade level, you must include an SF 50 with you application. Education Education Requirements: High School Diploma or GED. Substitution of Education for Specialized Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) To receive credit for Education, you must provide transcripts or other documentation of proof to support your Educational claims. Additional Information *This is an indefinite position. If an individual employed in the excepted civil service accepts this position, he/she will receive an indefinite appointment. If a Reduction-In-Force occurs the indefinite appointee will have no reemployment rights to his/her former position or any other position. If funding level and employee manning levels permit, incumbent may be converted to permanent technician status without further competition - If you are a male applicant who was born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency ( - Military Technicians are ineligible for enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position will terminate these incentives. - Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician. - Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709 (f). - May be required to successfully complete a trial period. - Certain incentive(s) may be available pending funding and approval but are not guaranteed..
