Position Summary
The Community Power Coalition of New Hampshire is a governmental Joint Powers Authority organized under New Hampshire RSA 53-A and RSA 53-E. The Coalition procures and administers electricity supply on behalf of member municipalities and counties, and reports as a governmental enterprise fund under Governmental Accounting Standards Board standards.
The Financial and Accounting Analyst provides analytical, reconciliation, and reporting support to the Director of Finance across the Coalition's internal finance function. The position is non-supervisory. Work prepared by the Analyst is reviewed and approved by the Director of Finance.
The role combines recurring production responsibilities with process documentation and improvement work, and requires a candidate who is disciplined, detail oriented, and effective in both structured and evolving environments.

Essential Duties and Responsibilities
The duties listed below are representative of the work performed by this position and are not intended to be a comprehensive list of all responsibilities. The Coalition may assign other related duties as needed.
Reconciliation and Close Support

• Prepare account reconciliations, including receivables, cash and depository accounts, and other balance sheet accounts, with written support for reconciling items.
• Prepare and maintain recurring accrual, deferral, prepaid, and capital asset schedules supporting the monthly and annual close.
• Review transaction coding against the chart of accounts and the departmental coding structure, and prepare proposed corrections for review.
• Track open close items to resolution and coordinate with the Coalition's outsourced accounting service provider to meet the close calendar.

Budget and Financial Analysis Support

• Support preparation of the annual operating budget, including consolidation and review of departmental submissions.
• Prepare budget to actual reporting by department, identify variances, and obtain and document explanations from budget owners.
• Support forecasting, cost allocation, scenario analysis, and other financial analysis as directed.

Reporting and Treasury Support

• Assemble recurring financial reporting materials for management, the Board of Directors, and Board committees, including exhibits and supporting schedules.
• Prepare member-level supporting analyses, including load share, cost allocation, and reserve balance information.
• Support cash position, liquidity, and treasury reporting, including assembly and validation of source inputs.
• Provide analytical, research, and documentation support on financing, capital, and related initiatives as directed, including the assembly and verification of information requested by external parties.
• Prepare schedules and supporting documentation requested by the external auditor, and maintain the audit request tracker.

Research, Documentation, and General Support

• Research accounting, regulatory, market, contractual, and policy questions as requested, and summarize findings in writing with sources identified.
• Build and maintain workbooks that are structured, formula driven, and documented, with inputs clearly separated from calculations and outputs.
• Verify data extracted from the general ledger, payroll, accounts payable, and supplier billing systems before it is used in analysis.
• Maintain finance records, filing, indexing, and version control in the Coalition's document management environment, and keep written finance procedures current.
• Provide other analytical and administrative support to the Director of Finance as assigned.

Qualifications
Required

• Bachelor's degree in accounting, finance, business administration, or a related field, or an equivalent combination of education and experience.
• One to three years of experience in accounting, financial analysis, budgeting, or audit.
• Experience preparing account reconciliations and supporting schedules.
• Proficiency with Microsoft Excel and with general ledger or accounting systems.
• Strong attention to detail, organizational skills, and written communication skills.
• Ability to meet recurring deadlines and to handle confidential information with discretion.

Preferred

• Experience in accounting or auditing, including public accounting, internal audit, or governmental audit.
• Governmental, enterprise fund, utility, or municipal finance experience.
• Experience supporting an external financial statement audit.
• Familiarity with QuickBooks Online or a comparable accounting system.

Working Conditions

• Hybrid schedule with regular presence at the Coalition's Concord, New Hampshire office; specific in-office expectations are set by the Director of Finance.
• Occasional attendance at evening Board, committee, or member meetings.
• Limited in-state travel.
• Standard office environment; work is performed primarily at a computer workstation.
• Periods of increased workload occur around month end close, the annual audit, the annual budget cycle, and financing transactions.

Compensation and Benefits
The anticipated hiring range for this position is $65,000 to $70,000 annually. Placement within the range depends on qualifications, directly relevant experience, and internal equity.
